RECOMMENDATION:
Staff recommends the City Council approve a Cooperative Agreement with the
County of Los Angeles’ Department of Public Works for Paratransit Program funding
for services provided to the unincorporated Los Angeles County areas of Ladera
Heights, View Park, and Windsor Hills for the period July 1, 2014 through June 30,
2017.
BACKGROUND:
The Culver City Paratransit Program (Program) has been in operation since 1974
and has had a coordinated Paratransit Service Agreement with the County of Los
Angeles’ Department of Public Works (County) since 1995. The Program had been
administered by staff in the Parks, Recreation and Community Services Department
through Fiscal Year 2011/2012 and is now administered by the Transportation
Department.
The agreement with the County benefits the City as well as Program participants. It
allows the City to request compensation of up to $18,000 per fiscal year for Program
administration. In addition, the agreement provides the City with taxi coupon
booklets in association with the County Taxi Coupon Program, through which
registered participants may purchase five (5) discounted taxi coupon booklets (a $50
value) for $10. Each booklet contains coupons equivalent to $10 in taxi fare and up
to $10 of discounted taxi coupons that can be used on any one-way trip beginning or
ending in Ladera Heights, View Park, and Windsor Hills. Los Angeles County
residents age 60 and older automatically qualify to purchase taxi coupon books;
those younger than 60 years of age must obtain a signed physician’s authorization
form and pass a City screening process in order to qualify.

DISCUSSION:
The Program is comprised of the Taxi Program, which provides discounted taxi
coupons for trips within City boundaries, as well as coupons for trips in the
unincorporated areas of the County identified herein. In addition, the Dial-a-Ride
Program provides trips to qualified seniors and disabled individuals on a cash
donation basis.
The Program has multiple funding sources, including: the Los Angeles County
Metropolitan Transportation Authority (Metro), the County of Los Angeles
Department of Public Works (LAC-DPW), and locally generated farebox revenue.
Since the passage of Proposition A in 1980, Metro has provided Proposition A
Discretionary Incentive Program funds to agencies that provide Paratransit services.
Agencies having an executed MOU with Metro are authorized to receive a
reimbursement of up to 10% for the net cost of the Paratransit Program. Agencies
may elect to offer coordinated Paratransit service between jurisdictional areas to
receive up to an additional 15%, increasing the Proposition A Discretionary Incentive
Program funds reimbursable amount to 25% of the Program’s net cost. Since 1994,
the City has had an agreement with the LAC-DPW to offer coordinated Paratransit
services to qualified eligible residents of the unincorporated Los Angeles County
areas of Ladera Heights, View Park, and Windsor Hills, thus qualifying the Program
for the additional 15% reimbursement from Metro.
FISCAL ANALYSIS:
No General Fund monies are used to support this service. Funding sources for
Fiscal Year 2014/2015 include:
Proposition A Incentive Funds $ 80,000
Los Angeles County Public Works (via this Agreement) $ 18,000
Proposition C Local Return Funds $ 200,000
CNG Excise Tax Credit $ 1,500
Farebox Revenue projected as follows:
City Taxi Coupon Program $ 5,000
L.A. County Taxi Coupon Program $ 500
Dial-a-ride Donations $ 4,500

That the City Council:
1. Approve a Cooperative Agreement with the Los Angeles County Department of
Public Works for Paratransit Program funding for services provided to the
unincorporated Los Angeles County areas of View Park, Windsor Hills, and
Ladera Heights for the period July 1, 2014 through June 30, 2017; and,
2. Authorize the City Attorney to review/prepare the necessary documents; and,
3. Authorize the City Manager to execute such documents on behalf of the City.
