RECOMMENDATION

 

Staff recommends that the City Council adopt a Resolution to appoint and authorize the City Manager and the Human Resources Director to act on the City’s behalf in matters related to Public Risk Innovation, Solutions, and Management (PRISM), a joint powers authority (JPA) comprised of county and local government entities, in coordination with the City’s contractual agreement with Alliant Insurance Services (Alliant), Employee Benefits Consultant and Broker of Record.  

 

 

BACKGROUND AND DISCUSSION

 

At its meeting on June 24, 2024, City Council approved an agreement with Alliant to serve as the City’s Employee Benefits Consultant and Broker of Record for the purposes of securing ancillary (including dental, vision, life insurance coverage and voluntary plans) benefit coverage(s) through marketing efforts and consequently negotiating favorable rates on behalf of the City. The agreement became effective July 1, 2024.

 

Through Alliant, the City gained access to the PRISM benefits platform which includes recognizable carriers, such as Delta Dental and VSP, which allowed the City to seamlessly transition to PRISM on January 1, 2025, without negative impact to City employees (i.e., increased cost, provider disruption, reduced benefits provisions, etc.). In addition, as a result of implementing Alliant, the City has been able to implement:

 

                     A new EAP program that provides mental health support, coaching, mindfulness tools and other life resources to all employees, whether full or part-time;

                     A new life insurance carrier (Lincoln Financial) for employer-paid life and accidental death and dismemberment (ADD) coverage, in addition to an enhanced voluntary life insurance benefit with higher limits for employees and their eligible dependents;                     
                     

                     A voluntary benefits platform through MetLife to include benefits not previously offered to employees, including identify theft, group legal plan, pet insurance, critical illness, and accident insurance; and                     

                     A LifeBalance tools website which offers a comprehensive discount network designed to foster health and life balance and wellness as a complement to the EAP Program.

 

The City has begun rolling out communications about these various benefits, and an open enrollment for voluntary benefits platform is scheduled to begin in February for the anticipated March 1, 2025, effective date.

 

To effectuate the action taken by City Council at its June 24, 2024, meeting to implement a Benefits Consultant, the City must also formally adopt a resolution delegating authority to the City Manager and Human Resources Director roles to act on behalf of Culver City in matters related to the City’s participation in PRISM through Alliant. As is current practice, any agreements or formal documents requiring action will be submitted to the City Attorney for review prior to staff executing the documents. Certain actions of the JPA, such as this Resolution, can only be executed by formal action of the City Council regardless of delegation of authority of staff, and any item meeting this criterion will be brought to Council for consideration and direction.

 

 

FISCAL ANALYSIS

 

There is no fiscal impact related to adopting this Resolution. Should the City end its contractual agreement with Alliant, the benefits coverages secured through PRISM are consultant agnostic, which allows the City to maintain coverages through PRISM, unlike proprietary benefits offered by a broker of record’s exclusive pool.

2.                     Authorize the City Attorney to review/prepare the necessary documents; and

 

3.                     Authorize the City Manager to execute such documents on behalf of the City.
