RECOMMENDATION:
Staff recommends the City Council: (1) accept the work performed by JOSH General
Engineering, Inc. for the construction of the Cranks Road Sewer Diversion Project,
P-230; (2) authorize filing a Notice of Completion; and, (3) authorize the release of
the retention funds in the amount of $6,492.50 after the expiration of the thirty-five
day lien period.
BACKGROUND:
On April 5, 2010, the City Council awarded a construction contract to JOSH General
Engineering, Inc.
The scope of work consisted of the construction of a new 8” sewer mainline to divert
existing sanitary sewer flows from four (4) sewer mainlines located along Cranks
Road north of Hill Road to the northerly terminus, Linda Way, Esterina Way, and Hill
Road into an existing 8” sewer mainline located approximately 145 feet south of Hill
Road.
The four (4) sewer mainlines were discharging into an existing 8 inch diameter
sewer mainline located on private properties from Cranks Road to Ranch Road.
This sewer mainline has experienced blockages caused by root intrusion.
The City sewer mainline in the backyards of the private properties will continue to be
in service for seven (7) properties located between Cranks Road and Ranch Road
that are currently connected to this sewer mainline.

DISCUSSION:
JOSH General Engineering, Inc. successfully completed the work on June 28, 2010.
The construction management was performed by staff with the construction
inspection and geotechnical construction services provided by The Nickerson
Company and Zieser-Kling Consultants Inc., respectively, through the City’s on-call
engineering firms.
As part of the contract award, the City Council authorized the Public Works
Director/City Engineer to approved up to $10,388 in change orders. A change order
in the amount of a net credit of $4,334.60 was approved for quantity adjustments
and to pay for extra work due unforeseen field conditions encountered during
construction.

2. Authorize the Public Works Director/City Engineer to execute the Notice of
Completion and submit it to the Los Angeles County Recorder’s office; and,
