RECOMMENDATION:
Staff recommends the City Council consider all applications and appoint qualified
members to serve on a Public Advisory Committee to provide input on the
preparation of a Citywide Bicycle and Pedestrian Master Plan, which is being
prepared as a part of a Los Angeles County Department of Public Health Policies for
Livable Active Communities and Environments (PLACE) Program Grant.
BACKGROUND:
In August 2005, the Los Angeles County Board of Supervisors created a new
Division of Chronic Disease and Injury Prevention within the Department of Public
Health and allocated funding for a new planning and policy development program
within the Division, resulting in the creation of the “Policies for Livable Active
Communities and Environments” (PLACE) Program. The PLACE Program
recognizes that a community’s environment affects public health. The design of
cities, communities, neighborhoods, work sites, schools and streets can impact how
much physical activity people get and how we choose to design or improve various
aspects of the community plays an important role in preventing chronic health
conditions.
In August 2007, the PLACE Program released a Request For Initiatives, to address
the influence of land use and community design on health. The grant program is
intended to promote physical activity through the cooperative efforts of governmental
agencies and advocacy groups. On October 22, 2007 the City Council authorized
submittal of the PLACE Grant application for preparation of a Citywide Bicycle and
Pedestrian Master Plan and related City code and policy amendments. On July 1,
2008 the Los Angeles County Board of Supervisors approved awarding of a PLACE

Grant to the City. The City Council authorized acceptance of the grant on July 28,
2008.
On December 22, 2008 the City Council authorized staff to advertise and solicit
applications from qualified members of the Community to serve on a Public Advisory
Committee to provide input on the preparation of a Citywide Bicycle and Pedestrian
Master Plan (BPMP).
DISCUSSION:
In order to help ensure community participation in all steps of the BPMP
development, the City Council created a Public Advisory Committee (PAC). The
PAC is intended to provide public input on the BPMP in coordination with the public
participation process. The PAC is proposed to consist of residents, representatives
from homeowners groups, business representatives, community groups, non-profit
organizations, and other interested parties. Members of the PAC will be asked to
provide input on policy issues, principles, prioritization, design guidelines and
standards, within the overall content and format of the BPMP.
The PAC consists of up to 10 members. The PAC is structured as other City
committees and will hold open, noticed public meetings in accordance with the
Brown Act. To date three PAC meeting dates have been set: April 4
th

, 2009. Additional meeting dates may be required as the process
unfolds.
On January 20, 2009, the PAC application process was begun with the posting of an
announcement and application on the City’s website. On Thursday January 22,
2009 and for the following three weeks a display add advertising of the application
process was published in the Culver City News. The application process was open
for 28-days and closed on February 17, 2009. Twenty applications have been
submitted for Council review and consideration and are enclosed with your meeting
packet.
The following is a listing of the criteria that was approved by the Council at the
December 22, 2008 meeting to guide selection of PAC members. These criteria are
categorized into three sets: Logistical, Knowledge-based, and Representative.
Logistical Criteria
Logistical criteria are related to a PAC member’s ability to make the time
commitment to actively participate in the entire BPMP process. This primarily
includes availability. Meetings will most likely take place after work hours on week City of Culver City, California

days and possibly some weekends. Members will be expected to review draft
documents and provide written review comments.
Knowledge-based Criteria
Knowledge-based criteria are related to a member’s relevant experiences and/or
knowledge of the general issue, or their willingness to acquire the information
required for effective problem solving. Examples of useful knowledge include a
vocabulary of bicycle and pedestrian treatments; a knowledge of the City’s road
and/or flood channel network, location of major destinations and the surrounding
area.
Representative Criteria
Representative criteria are related to a member’s relevant support, confidence, and
understanding from specific groups with significant input for the development of
bicycle and pedestrian facilities. The PAC consists of up to 10 members and the
membership represents at least one individual from each of the following groups. If
the applicant pool does not consist of potential candidates to represent all the below
groups, it would be appropriate for the Council to select candidates from any already
represented groups. The following are a list of the groups for PAC representation.
• City Residents at-large - This group is anticipated to provide a broad range of
firsthand knowledge to the PAC.
• Homeowners Associations - Homeowners associations can represent the
concerns and interests of homeowners in Culver City. Homeowners are a
powerful constituency within the City because of their physical and financial
investment in the City. Homeowners typically carefully monitor the physical
environment of the City, and are heavily invested/interested in changes or
improvement that may impact their investment.
• Bicycling/Walking clubs + groups - These groups will provide firsthand
expertise to the PAC. Whether their knowledge derives from recreational or
commuting purposes – these groups will be critical in providing feedback that
represents active users of the roadway, bicycle and pedestrian infrastructure.
• School Representatives - Members from this group can be teachers, members
of a Parent-Teacher Association, school administrators, or Culver High School
students who are familiar with the issues that pertain to accessing school. Of
particular interest is anyone who has participated in a Safe Routes to School
program or who has helped coordinate alternative transportation methods to City of Culver City, California

schools. This group provides insight into commuting patterns as they pertain to
schools, and can provide much needed expertise when it comes to increasing
bicycle and pedestrian access to schools.
• Public Health/Active Living - Organizations that promote public health and
active living will need representation. A primary component of the PLACE grant
is to examine the interconnected nature between transportation and public
health. Non-City resident representatives from this group should be allowed to
serve on the PAC. These organizations will provide insightful expertise to the
public’s input on bicycle and pedestrian issues in Culver City.
• Culver City Businesses - Business owners/employees in Culver City are
intimately aware of factors that improve their business and are typically aware
of access issues. Because of its small town character, businesses play an
integral role in the pedestrian and bicycle environment within Culver City. Non-
City resident business representatives should be allowed to serve on the PAC.
It would be desirable if business representation could be encouraged from the
following groups:
1. General Local Businesses - Business owners/employees of businesses not
represented in the other business groups.
2. Major Trip Generating Locations e.g. Downtown, Fox Hills Mall, Sony, West
LA College, Antioch, Costco - PAC members representing major trip
generators can voice the concerns and needs of the City's largest commuter
groups and other non-recreational bicyclists and pedestrians.
3. Chamber of Commerce - Representation from the Chamber of Commerce
can ensure that bicycle and pedestrian plans support the broader needs of
Culver City business, from providing convenient access for customers and
also easy commuting alternatives for employees.
4. Culver City Developers - Developer participation on the PAC can encourage
a collective effort of improving bicycling and walking conditions for new
construction/development within the City. It can also provide an opportunity
for developers to share their insight into how key they envision the future of
bicycling and walking.
FISCAL ANALYSIS:
The PLACE grant award is for one year with two one-year renewals at the sole
discretion of the Director of DPH and based on the demonstrated performance, City of Culver City, California

continued availability of funds, and approval by DPH and the County Board of
Supervisors. The fund available for each grantee is up to $310,000 over the term of
the grant. In FY 2008-09, $105,000 in grant funds is appropriated (P-917). The
additional funding will be appropriated as it becomes available over the next two
fiscal year.
The grant funds would primarily be used to fund all the consultant costs of preparing
the BPMP, related City code and policy amendments, grant applications, program
effectiveness analysis, outreach and initial educational efforts. No City matching
funds are required. However, in addition to Public Works Department staff, staff
support from the following City departments will be needed to implement the grant
and participate in the PAC process: Police, Fire, Community Development,
Transportation, Information Technology and Parks, Recreation & Community
Services.
Any ongoing programs resulting from this effort are anticipated to be funded through
future grant opportunities that would be available to the City once the proposed
Citywide Bicycle and Pedestrian Master Plan is adopted.

Background Information
On July I, 2008 the Los Angeles County Board of Supervisors approved award of a PLACE
Grant to prepare the City's first ever Citywide Bicycle and Pedestrian Master Plan (BPMP) and

related plans, codes, policies and standards, and the installation of physical bikeway
improvements. The City Council has authorized the formation of a Public Advisory Committee

I imagine that the needs and opportunities will vary over time, but I would
expect to spend between 20 and 40 hours per month working in some
way on the BPMP.

Why are you interested in appointment to the BPMP PAC?
I strongly believe that finding alternatives to automobile transportation
will help create a better quality of life for city residents. Walking and
biking are healthier than driving, and they put residents in contact with a
shared public space and encourage personal interactions. I want to help
further this process in whatever way I can contribute.

What do you see as the objectives and goals of the BPMP?
I believe the BPMP should improve the pedestrian environment and
promote increasing use of bicycles for residents and visitors. This goal
could be met through several means, including: efforts to improve safety
for cyclists and pedestrians; improving convenience and ease of use for
bicycles; promoting training for novice bicyclists; and identifying areas
within the city that can benefit from improved accessibility for
pedestrians and cyclists.

and communicativeness. I am very familiar with the geography and
environs of Culver City, as well as the adjacent areas, especially Mar Vista
Page 1 of 2and Marina Del Rey. I believe I have the understanding to balance good
ideas with the practicalities of an honest cost-benefit analysis. And I'm
also practiced in the art of management and facilitating discussions
between concerned parties.

What special qualities can you bring to the BPMP PAC?
I have had a lifelong interest in urban planning and development issues,
and have been fortunate to be acquainted with architects, planners and
developers. Because of this, I feel as though I am familiar with many of
the general issues facing any planning process.
Additionally, I have previously researched possibilities for bike routes in
Culver City, and have met with Lynne Goldsmith and Anthony Jusay at LA
County Metro. Through this contact I've become familiar with elements
of regional planning such as Metro's Strategic Plan, Bike-Transit Centers
and Hubs, and the BTA Grant Program. I hope to use this knowledge to
inform decisions reached by the PAC, including an eye toward what is
possible for future funding.
I have a positive and optimistic outlook, and believe that conscious and
deliberative changes can improve the quality of our lives. Complementing
this, my years of work experience have taught me the importance of
considering competing needs and multiple points of view, and the
necessity of practical decision making.
In addition, I am a very competent public speaker, and would welcome the
opportunity to represent the collective positions of a group in any
presentation during the initiative process.

I am interested in having the opportunity to address the issues that affect the quality of

The primary objective of the BPMP is to enhance the infrastructure and polices of the City
as they relate to bikeways and pedestrian use. This will be accomplished by reviewing
current and existing practices, soliciting community input and eventually committing City
or grant funded resources to achieve the implementation of the plan.
12. How would you help achieve the BPMP development?
I would support the development of the BPMP in a variety of ways, beginning with my
willingness to learn more about the BPMP principles to help achieve the goals of the
BPMP PAC. Further, from a personal perspective I am a regular user of the existing
pedestrian and bikeways in Culver City I can offer and gather insight and input relevant to
our community. Additionally, I am an active member of the Los Angeles Tri Club and am
able to solicit input from a range of recreational cyclists within and beyond the Culver City
community.
13. What special qualities can you bring to the BPMP PAC?
As a resident of Culver City and a member of the community for over 4 years, I am
knowledgeable about the recreational and commuting challenges the area faces.
Additionally, I have lived in cities like Boston which have created bike and pedestrian
friendly communities with the challenges of a population greater than Culver City. As a
former resident of a bike-friendly city I have seen the numerous community benefits. I
look forward to the opportunity to work to bring similar benefits to the residents of the

Knowledge-based Criteria
Knowledge-based criteria are related to a member's relevant experiences and/or knowledge of the
general issue, or their willingness to acquire the information required for effective problem solving.
Examples of useful knowledge include a vocabulary of bicycle and pedestrian treatments; a
knowledge of the City's road and/or flood channel network, location of major destinations and the
surrounding area.
Representative Criteria
If the applicant pool does not consist of potential candidates to represent all the below groups, the
City Council will select candidates from any already represented groups.
• City Residents at-large - This group is anticipated to provide a broad range of firsthand knowledge to
the PAC.
• Homeowners Associations - Homeowners associations can represent the concerns and interests of
homeowners in Culver City.
• Bicycling/Walking clubs + groups - These groups will provide firsthand expertise and knowledge
derived from recreational activities and/or commuting — these groups will be critical in providing
feedback that represents active users of the roadway, bicycle and pedestrian infrastructure.
• School Representatives - Members from this group can be teachers, members of a Parent-Teacher
Association, school administrators, or Culver High School students and should be familiar with the
issues that pertain to accessing schools. Of particular interest is anyone who has participated in a Safe
Routes to School program or who has helped coordinate alternative transportation methods to schools.
• Public Health/Active Living - A primary component of the PLACE grant is to examine the
interconnected nature between transportation and public health. Non-City resident representatives from
this group are allowed to serve on the PAC.
• Culver City Businesses - Business owners/employees in Culver City are intimately aware with factors
that improve their business and are typically aware of access issues. Non-City resident business
representatives are allowed to serve on the PAC. Business representation is encouraged from the
following groups:
I. General Local Businesses - Business owners/employees of businesses not represented in the other
business groups.
2. Major Trip Generating Locations e.g. Downtown, Fox Hills Mall, Sony, West LA College, Antioch,

The PAC will have up to 10 members and consist of residents, representatives from homeowners
groups, business owners or representatives, community groups, non-profit organizations, and other
interested parties. There are currently 3 PAC meetings tentatively scheduled on April 4, May 30 and
September 12, 2009, other meetings may be scheduled on an as-needed basis over the approximately
12 month development of the BPMP. The PAC will hold open noticed public meetings in accordance
with the Brown Act.
The following is a listing of the criteria that the City Council will use to guide selection of members
to the PAC. These criteria are categorized into three sets: Logistical, Knowledge-based, and

Logistical.Criteria
Logistical criteria are related to a PAC member's ability to make the time commitment to actively
participate in the entire BPMP process. This primarily includes availability. Meetings will most

10. Why are you interested in an appointment to the BPMP PAC?
I rely on my bike and walking as my primary score of transportation, both for
commuting to work and shopping. A great deal can be done to the infrastructure of
Culver City to encourage more residents to do the same.
11. What do you see as the objectives and goals of the BPMP?
Culver City is in the unique position to be a very bike and pedestrian friendly city
with its relatively even terrain, centralized access to greater Los Angeles and
engaged residents. I see the goal of the BPMP to help make Culver City a bike and
pedestrian city.
12. How would you help achieve the BPMP development?
In order for the BPMIP to be successful it is necessary to have some committee
members that cycle daily and rely on the bike paths and city streets as their main
means of transportation. I would help achieve the BPMP development by being on
the 'front line' of what the committee's goals are.
13. What special qualities can you bring to the BPMP PAC?
As an Exhibition Designer at a major cultural institution a great deal of my work
involves planning and design and working within strict budget and time constraints.
I feel that with these qualities I can bring a great deal to the committee and be a

PUBLIC ADVISORY COMMITTEE (PAC)
The PAC will have up to 10 members and consist of residents, representatives from homeowners
groups, business owners or representatives, community groups, non-profit organizations, and other
interested parties. There are currently 3 PAC meetings tentatively scheduled on April 4, May 30 and
September 12, 2009, other meetings may be scheduled on an as-needed basis over the approximately
12 month development of the BP1VIP. The PAC will hold open noticed public meetings in accordance
with the Brown Act.
The following is a listing of the criteria that the City Council will use to guide selection of members
to the PAC. These criteria are categorized into three sets: Logistical, Knowledge-based, and
Representative.
Logistical Criteria
Logistical criteria are related to a PAC member's ability to make the time commitment to actively
participate in the entire BPMP process. This primarily includes availability. Meetings will most
likely take place after work hours on week days and possibly some weekends. Members will also be
expected to review draft documents and provide any written review comments.

Knowledae-based Criteria
Knowledge-based criteria are related to a member's relevant experiences and/or knowledge of the
general issue, or their willingness to acquire the information required for effective problem solving.
Examples of useful knowledge include a vocabulary of bicycle and pedestrian treatments; a
knowledge of the City's road and/or flood channel network, location of major destinations and the
surrounding area.
Representative Criteria
If the applicant pool does not consist of potential candidates to represent all the below groups, the
City Council will select candidates from any already represented groups.
• City Residents at-large - This group is anticipated to provide a broad range of firsthand knowledge to
the PAC.
• Homeowners Associations - Homeowners associations can represent the concerns and interests of
homeowners in Culver City.
• Bicycling/Walking clubs ± groups - These groups will provide firsthand expertise and knowledge
derived from recreational activities and/or commuting — these groups will be critical in providing
feedback that represents active users of the roadway, bicycle and pedestrian infrastructure.
• School Representatives - Members from this group can be teachers, members of a Parent-Teacher
Association, school administrators, or Culver High School students and should be familiar with the
issues that pertain to accessing schools. Of particular interest is anyone who has participated in a Safe
Routes to School program or who has helped coordinate alternative transportation methods to schools.
• Public Health/Active Living - A primary component of the PLACE grant is to examine the
interconnected nature between transportation and public health. Non-City resident representatives from
this group are allowed to serve on the PAC.
• Culver City Businesses - Business owners/employees in Culver City are intimately aware with factors
that improve their business and are typically aware of access issues. Non-City resident business
representatives are allowed to serve on the PAC. Business representation is encouraged from the
following groups:
1. General Local Businesses -
Business owners/employees of businesses not represented in the other
business groups.
2. Major Trip Generating Locations e.g. Downtown, Fox Hills Mall, Sony, West LA College, Antioch,
Costeo - PAC members representing major trip generators can voice the concerns and needs of the
City's largest commuter groups and other non-recreational bicyclists and pedestrians.
3. Chamber of Commerce - Representation from the chamber of commerce can ensure that bicycle and
pedestrian plans support the broader needs of Culver City business.
4. Culver City Developers - Developer participation on the PAC can encourage a collective effort of
improving bicycling and walking conditions for new construction/development within the city. It
can also provide an opportunity for developers to share their insight into how key they envision the
future of bicycling and walking.

CITYWIDE BICYCLE AND PEDESTRIAN MASTER PLANNING
INITIATIVE
On July 1, 2008, the Los Angeles County Board of Supervisors awarded the City
a "Policies for Livable Active Communities and Environments" (PLACE) Grant.
The grant program is intended to promote active environments through policy
changes (i.e. community design, land use, zoning, street standards, general
plans, etc.) and accompanying physical projects (i.e. bike lanes, sidewalks, trails,
traffic calming, green space, etc.) that are related to the policy change in order to
improve the built environment of communities and promote healthy living.
The PLACE Grant funds grantees over a period of three years, beginning July 1,
2008. The grant program also is intended to promote cooperative efforts of
governmental agencies and advocacy groups. The PLACE Program required
City applicants to collaborate with non-profit community based organizations
conducting programs related to the anticipated policy efforts. The grant is for the
City's first ever Citywide Bicycle and Pedestrian Master Plan (BPMP) and
implementation of the BPMP through initiating grant funded programs, review
and updating of City's related plans, codes, policies and standards, and the
installation of physical bikeway improvements. The City has partnered with Alta
Planning + Design and the Los Angeles County Bike Coalition. The development
of the BPMP and related policy changes will involve participation by the
community.
The following is a basic listing of anticipated activities for each grant identified
funding Term:
Term 1 — 1 year 7/1/08 — 6/30/09
• Begin preparation of a citywide BPMP.
• Begin reviewing City plans, codes, policies and standards and
determining which need revising to implement the BPMP.
• Initiate design and planning of priority bikeway physical improvements.
• Participate in City's General Plan update process.
Term 2— 1 year 7/1/09 — 6/30/10
• Complete preparation of a citywide BPMP.
• Process amending City plans, codes, policies and standards to

improvements - EXPO to Downtown Bikeway- Explore possibility of
Bike Route along Wesley Street, Higuera Street, Lucerne Avenue and
connection to various side streets to Downtown (Depending on
funding, explore the possibly of continuing this bikeway to the schools
via Duquesne and Farragut and modifying the Jackson/Jasmine
pedestrian walkway).
• Participate in review of proposed private-sector discretionary
development project to educate City engineering and planning staffs on
implementation of the BPMP.
• Participate in General Plan Process.
• Prepare grant applications to implement other BPMP identified
programs and physical improvements (as budget allows).
Term 3— 1 year 7/1110 — 6/30/11
• Perform review of BPMP and resulting plans, codes, policies and
standards to implement the BPMP to determine if they are achieving
stated goals, and if needed, identify and process amendment to those
that are in need of revision.
• Prepare grant applications to implement other BPMP identified
programs and physical improvements (as budget allows).

Culver City is accepting applications for residents (and other stakeholders) to
serve on an Advisory Committee that will give input as the City develops its
first Bicycle and Pedestrian Master Plan. This is a great opportunity to make
Culver City more walk- and bike-friendly and encourage people to drive less.
There will also be community meetings starting in April or May of 2009 to ask
residents for their ideas and later on to comment on the draft bike/pad master
plan. So, there will be opportunities to give input even if you aren't able to
serve on the Advisory Committee.
The City received funding from the County's Dept. of Public Health to develop
this plan over three years. They're using part of the funds to hire Alta
Planning 4. Design, a leading national bicycle/pedestrian consulting firm. So,

Background Information
On July .1, 2008 the Los Angeles County Board of Supervisors approved award of a PLACE
Grant to prepare the City's first ever Citywide Bicycle and Pedestrian Master Plan (BPMP) and

related plans, codes, policies and standards, and the installation of physical bikeway
improvements. The City Council has authorized the formation of a Public Advisory Committee
(PAC) intended to serve to provide public input on the BPMP in coordination with the public
participation process. Members of the PAC will be asked to provide input on policy issues,
principles, prioritization, design guidelines and standards, within the overall content and format of

The application period starts January 20. 2009 and will close at 5:30 PM on Tuesday, February 17,

PUBLIC ADVISORY COMMITTEE (PAC)
The PAC will have up to 10 members and consist of residents, representatives from homeowners
groups, business owners or representatives, community groups, non-profit organizations, and other
interested parties. There are currently 3 PAC meetings tentatively scheduled on April 4, May 30 and
September 12, 2009, other meetings may be scheduled on an as-needed basis over the approximately
12 month development of the BPMP. The PAC will hold open noticed public meetings in accordance
with the Brown Act.
The following is a listing of the criteria that the City Council will use to guide selection of members
to the PAC. These criteria are categorized into three sets: Logistical, Knowledge-based, and
Representative.
Logistical Criteria
Logistical criteria are related to a PAC member's ability to make the time commitment to actively
participate in the entire BPMP process. This primarily includes availability. Meetings will most
likely take place after work hours on week days and possibly some weekends. Members will also be
expected to review draft documents and provide any written review comments.

Knowledge-based Criteria
Knowledge-based criteria are related to a member's relevant experiences and/or knowledge of the
general issue, or their willingness to acquire the information required for effective problem solving.
Examples of useful knowledge include a vocabulary of bicycle and pedestrian treatments; a
knowledge of the City's road and/or flood channel network, location of major destinations and the
surrounding area.
Representative Criteria
if the applicant pool does not consist of potential candidates to represent all the below groups, the
City Council will select candidates from any already represented groups.
• City Residents at-large - This group is anticipated to provide a broad range of firsthand knowledge to
the PAC.
• Homeowners Associations - Homeowners associations can represent the concerns and interests of
homeowners in Culver City.
a Bicycling/Walking clubs ÷ groups - These groups will provide firsthand expertise and knowledge
derived from recreational activities and/or commuting — these groups will be critical in providing
feedback that represents active users of the roadway, bicycle and pedestrian infrastructure.
• School Representatives - Members from this group can be teachers, members of a Parent-Teacher
Association, school administrators, or Culver High School students and should be familiar with the
issues that pertain to accessing schools. Of particular interest is anyone who has participated in a Safe
Routes to School program or who has helped coordinate alternative transportation methods to schools.
• Public Health/fictive Living - A primary component of the PLACE grant is to examine the
interconnected nature between transportation and public health. Non-City resident representatives from
this group are allowed to serve on the PAC.
• Culver City Businesses - Business owners/employees in Culver City are intimately aware with factors
that improve their business and are typically aware of access issues. Non-City resident business
representatives are allowed to serve on the PAC. Business representation is encouraged from the
following groups:
1. General Local Businesses - Business owners/employees of businesses not represented in the other
business groups.
2. Major Trip Generating Locations e.g. Downtown, Fox Hills Mall, Sony, West LA College, Antioch,
Costco -
PAC members representing major trip generators can voice the concerns and needs of the
City's largest commuter groups and other non-recreational bicyclists and pedestrians.

For the past three years I have been serving as the Program Director for the West Los Angeles
Group of the Angeles Chapter of the Sierra Club. The Angeles Chapter represents 58,000
residents of Los Angeles County interested in outings, health and environmental issues.
Our bimonthly meetings are held in Culver City's Veterans Memorial Auditorium.
3. Employment

Titles: Professor of Medicine at UCLA and a Staff Physician at the VA Greater Los Angeles
Healthcare facility in West Los Angeles, My duties involve patient care, teaching, and research.
As part of my research duties, I have written many successful grant applications, a skill which
may be useful to the BPMP during its implementation phase.

I am able to commit at least 20 hours per month to preparation for and attendance at BPMP PAC
meetings. My schedule is relatively flexible, so I am able to set aside more time if necessary. I
have already scheduled time for the three scheduled PAC meetings (April 4, May 30, Sept. 12).
10_ Why are you interested in appointment to the BPMP PAC?
I am very committed to Culver City (I have been a resident for 20 years) and to enhancing the
livability of our city. I see the bicycle and pedestrian traffic (as opposed to automobile traffic) as
a tremendous opportunity to enhance our sense of community because of increased visibility of
and contacts between people. Of course, I am also interested in promoting bicycle and pedestrian
traffic because of their health benefits, both personal and environmental. For several years, I have
been riding my bicycle 5)c/week to the Marina on the Ballona Creek Bikepath.
11. What do you see as the objectives and goals of the BPMP?
The overall goal of the bicycle and pedestrian master plan (BPMP) is to improve opportunities for
movement of residents through Los Angeles County by "human power", and to derive the benefits

As a Culver City resident since 1972, and as an avid walker and Wan-, I have an intimate knowledge of our
community. Die all of Southern California, Culver City has a traffic problem_ This problem is most
evident around our schools. To help alleviate part of this problem, we need to encourage ourparents to
allow their children to bike or walk to school. As a member of the BPMP PAC, / will not only have input
but also personal knowledge of the BPMP, and can use this to promote waking and biking not only for our
school aged children, but for the community as a whole.

Certainly, the objectives and goals of the BPMP would be to help effectuate a change to improve Culver
City through healthy living_ Presently, much of Culver City is not well situated for biking and/or walking

Logistical Criteria
Logistical criteria are related to a PAC member's ability to make the time commitment to actively
participate in the entire BPMP process. This primarily includes availability. Meetings will most
likely take place after work hours on week days and possibly some weekends. Members will also be
expected to review draft documents and provide any written review comments.

I worked as a volunteer for several years as a tutor through the PENNlincs education outreach
program at the University of Pennsylvania. I tutored Philadelphia public high school and junior
high school students in mathematics.
I have volunteered at the Queen Elizabeth Hospital in Toronto, Canada. I mainly worked at the
hospital's library.
3. Employment
(Title and duties.)
I am currently not employed for pay as I am the primary caretaker for my children. My most
recent employment (most recent first) has been:
Instructor — Pitzer College, Claremont, CA
Responsibilities included teaching a college course in Introductory Linguistics. This included
the design and teaching of the course, constructing and grading assignments and exams and
providing oral and written feedback on students' work. I also supervised several students' senior
thesis projects and led an additional Independent Study course.
Instructor -- University of Pennsylvania, Philadelphia, PA
Responsibilities included teaching two different courses through the Linguistics Department. I
also worked as a teaching assistant for several other courses.
Researcher -- University of Pennsylvania, Philadelphia, PA
I participated in several research projects while doing graduate work at the University of
Pennsylvania. The specific title and tasks varied with the project, but duties included
responsibility for independent and team work, producing written work, giving oral presentations,
attending meetings, among other duties. Summaries of several major projects are given below:
-Assisted with project investigating the effect of study abroad on the second
language fluency of English-speaking students learning French
-Assisted in project to digitally record written material in Alsea, a now-extinct Native
American Indian language of Oregon
-Assisted with XTAG project to develop a wide-coverage computer-based grammar
of English -- an ongoing project to enable a computer to analyze the structure of English

10. Why are you interested in appointment to the BPMP PAC?
When we bought our home, a significant part of what attracted us to Culver City was the possibility of
walking to a range of activities. I am an avid walker and bicyclist. On average, I walk at least 15
miles/week around Culver City in the course of conducting day-to-day activities.
My husband works at USC, and we are also interested alternatives to driving to commute to USC and
other destinations in downtown LA.
While I very much appreciate the opportunities in Culver City for walking and bicycling, I think there is
room for improvement in this area, and I am deeply interested in increasing and improving opportunities
for pedestrians and cyclists in the area.
It is an exciting time in Culver City, with new development, and the coming of the light rail. This, in
combination with the favorable terrain and climate, provides a wonderful opportunity to develop a
feasible plan to facilitate transportation for pedestrians and cyclists. I have skills and experience that will
enable me to assist with this.
11. What do you see as the objectives and goals of the BPMP?
-To develop a feasible plan to facilitate the City's improvement of access, safety and usability of
pedestrian and bicycle transportation in Culver City.
-To take into account the various objectives of users of these modes of transportation, including
commuters to school or work, those engaging in day-to-day activities, people who visit Culver
City for business, commerce, or for recreation, light rail users, and Culver City businesses and
their employees.

12. How would you help achieve the BPMP development?
I would provide the perspective of a Culver City resident and homeowner. I and my family are very
interested in access to a range of activities by walking and bicycling.

13. What special qualities can you bring to the BPMP PAC?
-Experience as Culver City resident who is keenly interested in pedestrian transportation and has
experience and knowledge of concerns faced by pedestrians
-Extensive experience as bicycle commuter and recreational cyclist, including experience with different
types of bike lanes/bikeways
-Professional experience with group projects, working as part of a team, combining expertise and taking
into account different issues to find solutions that maximize objectives
-Extensive professional experience assimilating large amounts of material from different sources and
combining and synthesizing it to gain understanding and insight into complex issues
