RECOMMENDATION
Staff recommends the City Council approve a purchase order with Stryker for the purchase of four automated chest compression devices, in an amount not-to-exceed $107,530.00.
BACKGROUND/DISCUSSION
On December 16, 2021, Culver City Fire Department (CCFD) staff applied for an Assistance to Firefighters Grant (AFG), which included the request for four automated chest compression devices and several lengths of fire hose. On February 6, 2023, the Department of Homeland Security approved CCFD’s application. On February 27, 2023, City Council accepted the 2021 AFG Program Funds awarded to the City in the amount of $132,522.72 and approved a budget amendment to appropriate the grant funds.
In accordance with City purchasing procedures, staff is seeking City Council approval for the purchase order of four automated chest compression devices. This procurement is exempt from formal bidding procedures per Culver City Municipal Code (CCMC) Section 3.07.055.B, which exempts bidding requirements when the equipment is a component for equipment or a system of equipment previously acquired by the City, and is necessary to repair, maintain or improve the City’s utilization of the equipment. This procurement falls within this exception. The City previously purchased three Stryker automated chest compression devices in 2022 with grant funds from Los Angeles County Measure B, a voter approved initiative to support certain countywide health services. The Measure B grant aims to foster a regional system to improve outcomes for certain cardiac arrest patients. The grant required that agencies participating in the regional pilot program use Stryker-specific devices to create continuity amongst all participating hospitals and fire departments. Staff recommends that the City use the AFG Program Funds to purchase four additional Stryker chest compression devices so that the new devices can integrate seamlessly with the existing system and improve the department’s participation in the regional pilot program by making the device readily available on additional frontline apparatus.
FISCAL ANALYSIS
The AFG program is a matching grant program and has a two-year period of performance. The Department of Homeland Security’s share is $97,754.54 and the local match is $9,775.46. Sufficient funding for the City’s share is included in the Adopted Budget for Fiscal Year 2023-2024 budget in Account No. 10145300.732120 (Emergency Medical Services - Department Special Equipment). The grant funds are appropriated in Account No. 41445911.342165 (Assistance to Firefighters Grant).

MOTION
That the City Council:
1. Approve a purchase order with Stryker for the purchase of four automated chest compression devices in an amount not-to-exceed $107,530.00; and
2. Authorize the Purchasing Officer to execute the purchase order on behalf of the City.
