City of Culver City, California City Council Agenda Item Report RECOMMENDATION: Staff recommends the City Council 1) rename the Parks and Recreation Commission to the Parks, Recreation and Community Services Commission, and rename the Cultural Affairs Division to the Veterans Memorial Complex Division; and 2) introduce for first reading an ordinance amending various sections of the Culver City Municipal Code to reflect the Commission name change. BACKGROUND: In the 1970s, the Parks and Recreation Department was renamed the Human Services Department as a result of a merger of the Parks and Recreation Commission and the Human Relations Commission, which created the Human Services and Park Commission. In 1998 the City Council commissioned a management audit in which one of the recommendations was to change the name of the Human Services Department. The Department felt that the recommendation was premature at that time because the issue of the placement of the new Cultural Affairs Division and the placement of the Environmental Management Division had not been resolved. In March of 2002, the City Council considered and approved changing the name of the Human Services Department to the Parks, Recreation and Community Services Department, and changing the names of the various divisions within the Department, and changing the Commission name (Attachment 1). Among those responsibilities are a substantial Senior Center program, including a number of social services; the Teen Center; the Fiesta; staffing of the Interfaith Alliance; human relations issues; and, at that time, the addition of cultural affairs. The Veterans Memorial Complex Division was renamed to Cultural Affairs Division to reflect the expansion of that division to include cultural affairs responsibilities within the Department. With regard to the Commission name, due to an oversight at that time, the name of the Human Services and Park Commission was changed to the Parks and Recreation Commission, which did not reflect the intent of including the “community service” component and created an inconsistency with the Department name. This matter was discussed at the February 1, 2005 Parks and Recreation Commission meeting, and the Commission voted (4-1) in favor of recommending the proposed name changes to the City Council. The Parks and Recreation Commission meeting minutes regarding this matter are attached (Attachment 2). Therefore, staff recommends the City Council approve the Commission name change to be consistent with the name of the Department; and the Cultural Affairs Division name change, to Veterans Memorial Complex Division, to reflect its current operation, particularly since the cultural affairs responsibilities were transferred to the Community Development Department a few years ago. Since that transfer, the division name has not been officially changed. In addition, it is recommended that the City Council introduce for first reading an ordinance amending various provisions of the Culver City Municipal Code to reflect the Commission name change (Attachment 3). FISCAL ANALYSIS: Renaming the Commission to include Community Services and changing the name of the Cultural Affairs Division to the Veterans Memorial Complex Division will not result in any fiscal impact. stated he was not in favor of changing the title of the Parks and Recreation Commission to include the Community Services component Commissioner Redholtz pointed out that having the Commission name that is not consistent with the Department name causes confusion Commissioner James agreed that there should be consistency in the name of the Commission and the Department She also agreed that the Cultural Affairs Division of the PRCS Department should be officially renamed the Veterans Memorial Complex Division to reflect its present operation, since the cultural affairs responsibilities were
