Nachbar (03/21/12) RECOMMENDATION: Staff recommends the City Council (1) approve the final plans and specifications and (2) authorize the publication of a notice inviting construction bids for the 2012 Residential Slurry Seal Program, P-863. BACKGROUND/DISCUSSION: In order to be eligible to receive certain highway funds, a municipality must routinely inspect and rate each street segment utilizing a pavement management program. The City uses the Army Corp of Engineers software, MicroPaver, to manage the street network. The City has utilized specialized consultants to review the conditions of each street segment and enter the data into the MicroPaver pavement management program. The program then assigns a pavement condition index, (PCI), on a scale of 1 to 100 (with 100 being the best condition). The program also provides recommendations on the maintenance application of each street segment. Streets rated 80 to 100 are considered to be in excellent condition and maintenance is not required. Streets rated 60 to 80 are recommended to receive a thin layer of slurry seal in order to prolong the pavement life. Streets rated below 60 are recommended to receive an asphalt overlay. Streets rated below 20 may have to be reconstructed due to large areas of asphalt needing repairs. In order to prevent streets from deteriorating into the next category of maintenance requiring asphalt overlay, it is recommended to apply an inexpensive thin slurry seal on streets with a PCI from 60 to 70. The Director of Public Works/City Engineer reviewed these streets in the field and then chose streets to receive the slurry seal coat. City of Culver City, California Agenda Item Report Slurry seal is a mixture of fine aggregates and emulsified asphalt which is spread in a thin layer over existing asphalt pavements. The process provides a new wearing surface, fills small cracks, and increases pavement life by at least five years. The slurry seal is supplemented by the application of crack sealer for cracks greater than 1/8 inch. In addition, a few areas that are more extensively deteriorated will receive an asphalt patch. The combination of these treatments is an effective way to prevent water intrusion to the roadway base, thus helping to preserve the pavement and extend its useful life. The slurry seal is applied in liquid form and dries in approximately four hours depending on temperature and humidity. The process is performed through a one-day operation with minimal inconvenience to residents. The following streets are recommended to receive a slurry seal application as part of this project: 1. Lindblade Street between Sepulveda Boulevard to Elenda Street 2. Barman Avenue between Sepulveda Boulevard to Elenda Street 3. Tilden Avenue between Venice Boulevard and Washington Place 4. Spad Place between Venice Boulevard and Washington Boulevard 5. Reid Avenue between Washington Boulevard and Jacob Street 6. Cardiff Avenue between Culver Boulevard and northerly City limits 7. Culver Park Drive between Sawtelle Boulevard and Slauson Avenue 8. Ocean Drive between Overland Avenue and Rhoda Way 9. Kinston Avenue between Jefferson Boulevard to Stever Street 10. Kelmore Street between Overland Avenue to Kinston Avenue 11. Whitburn Street between Overland Avenue to Kinston Avenue 12. Bernardo Road between Tellefson Road to cul-de-sac 13. All streets within the Studio Estates neighborhood Project plans and specifications are available for review at the Engineering Division counter on the 2 nd floor in City Hall. Should the City Council take the recommended actions this evening, the award of a construction contract is anticipated to be considered by the City Council in May 2012. A Request for Proposals (RFP) will be issued to consultants on the City’s on-call general civil engineering list for construction inspection services.
