Fulwood (12/17/08) City of Culver City, California City Council Agenda Item Report BACKGROUND: This portion of Wrightcrest Drive is 20 feet in width and was dedicated as a street easement on Tract Map No. 24413, as recorded on August 30, 1960. The street extends approximately 100 feet southerly from the intersection of Wrightcrest Drive and Wright Terrace and dead ends at property currently owned by the Los Angeles County Parks Department. Since the adjoining property will be developed as a Los County park, it is highly unlikely that this portion of Wrightcrest Drive will be extended in the future. Properties that abut this portion of Wrightcrest on its easterly side are the rear of two lots having addresses at 6020 and 6030 Wright Terrace. The property that abuts this street on its westerly side is owned by the California State Parks Department. There are no properties that need access from this portion of Wrightcrest Drive. Public utilities within this street are attached to a Southern California Edison pole that has power lines extending southerly beyond the end of the street onto the adjoining Los Angeles County Parks Department’s property. This power pole also has A T & T and Time Warner lines attached. On October 13, 2008, Council adopted Resolution No. 2008-R071 (attached) declaring its intention to order the vacation of this portion of Wrightcrest Drive and setting a public hearing for this evening to consider such vacation. DISCUSSION: A petition to vacate this portion of Wrightcrest Drive was submitted by the property owners of 6020 and 6030 Wright Terrace. The major complaint concerning this street is that it has become an attractive nuisance for late night parking and other activities. The property owners were required to obtain a street search for this portion of Wrightcrest Drive and Fidelity National Title Company has determined that these property owners own the underlying fee to this portion of Wrightcrest Drive. Since this street will not be extended in the future; and it is not needed for driveway access to any adjoining lot, it has therefore been concluded by the City Engineer that this portion of Wrightcrest Drive is no longer needed for the public use. Refer to Exhibits “A” and “B” of the Resolution of Vacation for an accurate legal description and plat of the portion of Wrightcrest Drive to be vacated. FISCAL ANALYSIS: The vacation of this portion of Wrightcrest Drive will cause a small reduction in the City’s cost for street maintenance and eliminate the City’s liability associated with issues relating to this portion of the street. Additionally, the vacation will revert this City of Culver City, California City Council Agenda Item Report portion of Wrightcrest Drive to private property which will slightly increase the property taxes to the adjoining lots.
