RECOMMENDATION:
Staff recommends that the City Council accept the work performed by FS
Construction, authorize filing a Notice of Completion for the Citywide Parking Meter
Installation Project, P-376, and release retention funds in the amount of $6,064 after
the thirty-five day lien period.
BACKGROUND/DISCUSSION:
On November 22, 2004, the City Council awarded the construction contract to FS
Construction in the amount of $60,640 for the Citywide Parking Meter Installation
Project, P-376. This project, which was included in the 2004 Capital Improvement
Budget, comprised the installation of 296 parking meters at high priority locations as
shown on the following streets:

*All 19 meters on Bristol Pky were deleted from the original list at the request of the
California Highway Patrol. CHP officials indicated installing meters directly in front of
their facility would place their employees at risk by causing them to park elsewhere
and having to walk a greater distance to and from the office.
**At the March 28, 2005 City Council meeting, staff was directed to review the
utilization of street parking along Hannum Avenue between Bristol Parkway and
Uplander Way, Uplander Way between Bristol Parkway and Hannum Avenue, and
the adjacent streets. The observations by staff showed that motorists are not
parking at the new meters on Hannum Avenue and Uplander Way, and instead are
parking on Buckingham Parkway, Windsor Way, Sumner Way, Kensington Way, and
Cambridge Way. As a result, there was a reduction the available parking on these
streets.
In order to alleviate the reduction of free street parking on Hannum Avenue due to
the new parking meters, staff removed no parking/red curb from another segment of
Hannum Avenue along the south side between Bristol Parkway and Uplander Way. City of Culver City, California

This provided twenty (20) additional street parking spaces and a net gain of two (2)
free parking spaces on Hannum Avenue. Attached is a memorandum to the City
Council dated May 20, 2005, reporting on this matter. Staff will continue to study
the parking utilitization in this area and make appropriate adjustments when
necessary.
***All 9 meters on Washington Boulevard between Purdue Avenue and Corinth
Avenue were deleted from the original list as the Department of Motor Vehicles
indicated that this location is an existing staging area dedicated to driver testing. An
alternative area could not be determined at the time of construction. This matter will
be revisited at a later date.
FS Construction successfully completed the work as required in the contract. The
final negotiated construction cost is $60,640, the original contract amount.
FISCAL ANALYSIS:
Sufficient funds were appropriated for completion of this project in the Capital
Improvement Budget for Fiscal Year 2004/05.
Under supervision of the Engineering Division, Willdan, an engineering consultant
company, prepared the engineering plans, utility coordination, bidding assistance
coordination and record drawings at a cost of $14,000.00. Engineering staff
conducted the construction management and inspection.
The 272 new parking meters are expected to generate $96,500 annually in revenue.

The purpose of this memorandum is to update the City Council of the parking
availability in the Fox Hills area The utilization of the parking meter spaces in
the commercial areas is relatively low compared to the utilization of the street
parking in residential areas Additional street parking spaces can be created by
allowing parking on Hannum Avenue between Bnstol Parkway and Uplander
Way Parking is currently not allowed here
At the City Council meeting on March 28 2005, Council asked staff to report on

Bristol Parkway and Hannum Avenue and on Hannum Avenue between
Uplander Way and Buckingham Parkway
2 Availability of parking on residential streets such as Buckingham Parkway,
Cambridge Way Windsor Way, and Sumner Way
3 Parking utilization of residential on-site parking
This request came in response to residents of the Fox Hills area who expressed
concerns at the City Council meeting about the lack of street parking in their area
after parking meters were installed on Hannum and Uplander
Staff performed several surveys of the parking utilization at the following
locations
• Uplander Way from Bristol Parkway to Hannum Avenue (has parking
meters)
• Hannum Avenue from Uplander Way to Buckingham Parkway (has
parking meters)

• Buckingham Parkway from Hannum Avenue to Green Valley Circle
• Cambridge Way from Buckingham Parkway to Canterbury Drive

These surveys were conducted between April 8 and April 22 at different hours
between 8 AM to 6 PM Parking meters were installed on Uplander Way from
Bristol Parkway to Hannum Avenue and Hannum Avenue from Uplander Way to
Buckingham Parkway as part of the Parking Meter Installation Project, P-376
Since many of the residences are gated staff was unable to conduct residential
on-site parking utilization surveys due to inaccessibility of the parking areas
Utilization of Parkin g Meters in Commercial Areas
On Uplander Way, there are 98 parking meter spaces There are 16 parking
meter spaces on Hannum Avenue, which makes a total of 114 parking meter
spaces for both streets According to the surveys, the utilization for both
Hannum Avenue and Uplander Way ranges from 5% to 20%, with Hannum
Avenue being relatively more utilized than Uplander Way
The following figures represent coin collection from the Police Department
Parking Meter coin collection records for the 114 parking meter spaces on
Hannum and Uplander
• $158 26 was collected between April 13 and April 20
• $368 51 was collected between April 20 and April 27
These figures represent the collection for both Uplander Way and Hannum
Avenue because for the sake of efficiency collection accounts are not based on
individual streets/blocks but rather on general zones
Utilization of Parking in Residential Areas
Parking spaces on the residential streets of Buckingham Parkway, Windsor Way,
Sumner Way, Kensington Way, and Cambridge Way are more utilized than on
the streets where the parking meters are The parking utilization on these streets
ranges from 52% to 74% of the available parking spaces
Some residents at the previously mentioned Council meeting expressed
concerns about the lack of parking, especially in the areas closest to Hannum
Avenue To this effect, data was analyzed for
• Buckingham Parkway between Hannum and Windsor
• Windsor Way from Buckingham Parkway to Canterbury
• Cambridge Way from Buckingham Parkway to Canterbury

The data showed that parking utilization for this area ranged from 53% to 64%
Additional Parking
Parking is not allowed on the south part of Hannum Avenue between Bristol
Parkway and Uplander Way Upon site review, staff has determined that the
right most lane is between 18' and 19' wide This is enough space to allow
parked cars and a through eastbound traffic lane Notice has been sent to the
businesses fronting this area asking them to state any opposition to allowing
parking on this street segment This act would allow approximately 20 vehicles
to park here and potentially liberate residential parking in the Fox Hills area
