RECOMMENDATION:
Staff recommends that the City Council adopt a resolution appointing specific
representatives to the Independent Cities Risk Management Authority (ICRMA)
Governing Board and rescinding Resolution No 2008-R033.
BACKGROUND / DISCUSSION:
Culver City is a member agency of ICRMA. ICRMA bylaws require that an elected
official be appointed as a member of the ICRMA Governing Board. An alternate and
substitute alternate, who may be staff member(s), may also be appointed. All
appointments must be done via resolution.
At the April 27, 2009 City Council meeting, Council Member O’Leary was re-
appointed by the City Council as the Board Member, former Assistant City Manager
Marlee Chang as the alternate, and Human Resources Director Serena Wright as
the substitute alternate.
There is now a vacancy with Ms. Chang’s recent retirement. To ensure that Culver
City is represented at all Board meetings, staff is recommending that the City
Council appoint Ms. Wright as the alternate and the City’s new Claims and Safety
Coordinator Rachelle Adkins as the substitute alternate.

CULVER CITY, CALIFORNIA APPOINTING SPECIFIC
REPRESENTATIVES TO THE INDEPENDENT CITIES RISK
MANAGEMENT AUTHORITY AND RESCINDING
RESOLUTION NO. 2008-R033
WHEREAS, the City of Culver City is a member of the Independent Cities
Risk Management Authority; and
WHEREAS, the Amendment to the Joint Exercise of Powers Agreement
for Insurance and Risk Management Purposes dated May 13, 1987, and the Risk
Management Committee By-Laws require an elected official and an alternate be
appointed by resolution to the Governing Board (the alternate may be a staff member
and acts in the primary member's absence);
NOW, THEREFORE, the City Council of the City of Culver City, DOES
HEREBY RESOLVE as follows:
1. The City of Culver City appoints the Honorable Micheal O'Leary to
serve on the Independent Cities Risk Management Authority.
2. The City of Culver City appoints Serena Wright as Alternate to
serve on the Independent Cities Risk Management Authority in the absence of the
primary member noted in Section 1 above.
3. The City of Culver City appoints Rachelle Adkins as Substitute
Alternate to serve on the Independent Cities Risk Management Authority in the
absence of both the primary member noted in Section 1 and the Alternate noted in

284. The individuals designated by this Council as the City's
representative and alternate(s) to the ICRMA Governing Board are designated for all
purposes of representing the City's interests and exercising the authority of the City with
respect to the coverage and the program and voting on behalf of the City on all matters
delegated to the Governing Board and signing such documents as may be
contemplated and approved by the Governing Board under the Liability Risk Coverage
Agreement and the Trust Agreement, and such individuals shall keep this Council
informed of such matters on a timely basis.
5. Resolution No. 2008-R033 is hereby rescinded.
