City of Culver City, California City Council Agenda Item Report RECOMMENDATION: Staff recommends the City Council approve budget amendments to allocate Proposition C 20% Local Return Funds ($50,000) and Sewer Enterprise Funds ($270,000) to the Residential Overlay Program, P-863. A 4/5 th vote is required to approve the budget amendments. BACKGROUND/DISCUSSION: The City was recently informed by Metro, (formerly the Metropolitan Transportation Authority) that portions of Proposition C funds will lapse by June 30, 2007, if not spent. The funds can be used for street improvements supporting public transit services and used by scheduled bus service. Braddock Drive, from Madison Avenue to Jackson Avenue, is a public transit route. The pavement on that section of Braddock Drive has deteriorated and is in poor condition. It is estimated that to grind and overlay that portion of Braddock Drive with new asphalt will cost approximately $ 50,000 at current estimated prices, bearing in mind that the market for asphalt continues to be volatile due to erratic crude oil prices. In April 2007, staff will recommend to the City Council that a construction contract be awarded to replace sewer lines at various streets throughout the City. The existing asphalt on several of these streets is in poor condition. The streets are Blackwelder Street, Smiley Drive, portions of La Cienega, Cranks Road between its northerly terminus to Hill Road, and Northgate Street between Overland Avenue and Drakewood Avenue. On these streets, the existing sewer main and sewer laterals will be replaced. The capital improvement work will create a trench for the main sewer line and for each sewer lateral serving residences or businesses. Fulwood (03/20/07) City of Culver City, California City Council Agenda Item Report resurfacing of the trench surfaces per the approved City Engineer’s standard trench detail will encompass a large portion of the street itself. With the remaining portion of the street in poor condition, it is recommended that the entire street be resurfaced so as to provide a continuous structural pavement section. It is estimated that the cost to grind and place a new asphalt overlay to the aforementioned streets is $270,000 which will be funded by the Sewer Fund. The Residential Overlay Program, P-863 will be advertised for bids in April 2007 and the recommendation to the City Council to award a construction contract is expected to occur in May 2007. FISCAL ANALYSIS: Sufficient funds are available in both Proposition C 20% Local Return funds and the Sewer Fund. ATTACHMENT: Location maps.
