RECOMMENDATION
Staff recommends the City Council (1) approve a five-year general services agreement with AM-TEC Total Security, Inc. for replacement of the fire alarm equipment and systems located at all three fire stations ($177,177.03) and related maintenance upon expiration of their one-year labor/parts warranty ($17,640.00), for a total amount not to exceed $194,817.03; and (2) authorize the Public Works Director to approve amendments to the agreement in an additional amount not to exceed $30,000.
BACKGROUND
A 2019 Facility Condition Assessment Report concluded that the fire alarm systems located at the City’s three fire stations are beyond their useful life and require replacement. Staff released a Request for Proposals (RFP) to several on-call engineering firms to perform the scope of services listed below.
• Evaluate the existing fire alarm systems at the fire stations and prepare performance specifications and preliminary design criteria to replace them with a non-proprietary system.
• Prepare bid documents to insert into an RFP for release to competing contractors to purchase, install, and program the replacement systems.
• Assist staff by answering any technical questions received from the competing contractors during the RFP process.
• To participate in evaluating the proposals received in response to the RFP and to assist with forming a recommendation on which contractor to select.
• To oversee construction activities.
Staff received five proposals, and the City Council approved a $67,530 Task Order with Kimley-Horne, the lowest priced firm, to complete the scope of services described above.
DISCUSSION
Kimley-Horne prepared the performance specifications and preliminary design criteria that were subsequently refined with input received by the Fire Prevention Division of the City’s Fire Department. They were attached to RFP No. 2684 and posted onto PlanetBids.
The scope of work in RFP No. 2684 includes the purchase, installation and programming of the replacement fire alarm systems, in addition to obtaining a price to maintain the new equipment for five years, effective upon expiration of their one-year parts/labor warranty (the “Project”).
A total of seven proposals were received, which were evaluated using the following criteria:

AM-TEC has 40 employees and has been in business for 45 years. They are located in Chino Hills, and they perform approximately 100 new fire alarm equipment installations annually for their customers. Their references are favorable and staff recommends they be selected to complete the Project.
If approved, AM-TEC anticipates it will take three months to complete the Project.
FISCAL ANALYSIS
The Adopted Budget for Fiscal Year 2026-27 includes sufficient funding in CIP Project No. PZ132 - Building Maintenance to cover up to $224,817.03 ($194,817.03 + $30,000 contingency) to replace and maintain the three fire alarm systems. 420.CP.80000.000.000.000.730100.PZ132.

That the City Council:
1. Approve a five-year general services agreement with AM-TEC Total Security, Inc. for replacement of the fire alarm systems at three fire stations and related maintenance upon expiration of their one-year warranties in a total amount not to exceed $194,817.03; and
2. Authorize the Public Works Director to approve amendments to the agreement in an additional amount not to exceed $30,000; and
3. Authorize the City Attorney to review/prepare the necessary documents; and
4. Authorize the City Manager to execute such documents on behalf of the City.
