RECOMMENDATION:
Staff recommends that the City Council approve an Amendment to the
Neighborhood Traffic Management Program (NTMP) in the Residential
Neighborhood South of Downtown to comply with Condition of Approval 1B in
Resolution No. 2009-R006 and 1) authorize removal of the existing semi-diverter at
Irving Place and A Street, and 2) authorize the installation of a new semi-cul-de-sac
on Irving Place at the southern end of 4043 Irving Place.
BACKGROUND:
On February 9, 2009, the City Council adopted Resolution 2009-R006 that set forth
the Conditions of Approval for the development at 4043 Irving Place. Condition of
Approval 1B on page 11 requires the Developer to remove the existing semi-diverter
on Irving Place and install a new semi-cul-de-sac at the prolongation of the southerly
property line at 4043 Irving Place.
DISCUSSION:
The site plan attached to Resolution 2009-R006 shows a concept of a semi-cul-de-
sac that will allow northbound traffic on Irving Place to Culver Boulevard and allow
southbound traffic only up to 4043 Irving Place. See the attached Site Plan sheet

The Condition of Approval 1B also states that the approval process shall be provided
through the Neighborhood Traffic Management Plan (NTMP) process. This
component of the Condition of Approval has been interpreted by staff as directing
that the community participate in providing input regarding the semi-cul-de-sac.
Therefore, staff has used the process contained in the Neighborhood Traffic
Management Program to obtain input from the residents through advisory survey
cards.
In April 2011 an advisory survey card was mailed to every dwelling unit in the
residential neighborhood south of Downtown. The survey card invited input by
asking the following question:
“Do you support…
1) removing the existing semi-diverter on southbound Irving Place
at A Street; and
2) Installing a new semi cul-de-sac at the southern limit of 4043
Irving Place, which prevents southbound traffic while allowing
northbound traffic?”
Out of 103 cards returned, (1058 Survey Cards mailed out), 78 were in favor and 23
were against. Two Survey Cards did not indicate any selection.

FISCAL ANALYSIS:
The developer is required to pay for all costs to remove the existing semi-diverter
and install a new semi-cul-de-sac per Resolution 2009-R006.

That the City Council:
