NOTICE INVITING SEALED BIDS
FOR
VETERANS' MEMORIAL PARK FACILITIES ADA DOOR IMPROVEMENT PROJECT

1. ANNOUNCEMENT
Notice is hereby given that sealed bids will be accepted by the City of Culver City, California, for
furnishing all labor, services, materials, and equipment, and performing all work to provide for a
complete and acceptable project, including site work for:
VETERAN'S MEMORIAL PARK FACILITIES ADA DOOR IMPROVEMENT PROJECT
DESCRIPTION OF WORK:
The work to be done consists of furnishing all materials, equipment, tools, labor and incidentals as
required in the specifications and contract documents, for the following project(s): VETERAN'S
MEMORIAL PARK ADA DOOR IMPROVEMENT PROJECT
3. COMPLETION OF WORK:
All work to be done under this contract shall be completed within thirty (30) working days, beginning
on the date stipulated in the written "Notice to Proceed" issued by the Public Works Director/City
Engineer or his designee.
4. BIDDING PROCEDURES
All bids and bidding procedures must comply with the "Instruction to Bidders", Section B of the Bid
Documents.
5. SUBMISSION OF BIDS
Bids must be filed with the Office of the City Clerk, at 9770 Culver Boulevard, Culver City, CA.
90232, not later than 3:00 PM on 04/14/2011 at which time they will be publicly opened in the City
Council Chambers. Facsimile bids will not be accepted. Bids will later be referred to the City Council
of the City of Culver City for the appropriate action.
6 BID SECURITY
Each Bidder shall submit a form of Bid Guaranty such as a money order, a cashier's check, certified
check, cash, or surety bond for the sum of five percent (5%) of the total amount of the bid and made
payable to the City of Culver City as a guaranty that the Bidder, if its bid is accepted, will enter into a
satisfactory contract and furnish a bond for the faithful performance thereof, and for the payment of
labor and materials costs, and insurance in accordance with the requirements of the contract
documents.
7 PRE -BID CONFERENCE
A mandatory pre-bid conference will be held at 10:00am on March
31, 2011 at the main entrance of the Veterans Memorial Park Building; 4117 Overland Avenue
(southwest corner of Overland Avenue and Culver Boulevard. This meeting is to inform bidders of
project requirements.

8. FORM AND STYLE OF BIDS
Bids must be prepared on the forms provided with the BID DOCUMENTS and must be in compliance
with the INSTRUCTIONS TO BIDDERS. Bidders shall not change the wording of the forms provided,
except as required by Addendum.
9. QUESTIONS/REQUESTS FOR INTERPRETATION
Pursuant to Section B-6, all questions shall be directed to Eric Mirzaian, Senior Management
Analyst, at eric.mirzaian@culvercity.org .
10. RIGHT TO REJECT BIDS
The Owner reserves the right to reject any or all bids as the best interests of the Owner may dictate.
Bidders are referred to Section B-18 of the "INSTRUCTIONS TO BIDDERS," for additional
qualification requirements.

13. DAV1S-BACON STATEMENT
This is a federally assisted constructed contract. Federal Labor Standards Provisions, including
prevailing wage requirements of the Davis-Bacon and Related Acts will be enforced. In the event of a
conflict between Federal and State wage rates, the higher of the two will prevail.
The Contractors duty to pay state prevailing wages can be found under Labor Code Section 1770 et
seq. and the penalties for failure to pay prevailing wages and employ apprentices including forfeitures
and debarment can be found in Labor Sections 1775 and 1777.7.
14. CONFLICT OF INTEREST
In the procurement of supplies, equipment, construction, and services by sub-recipients, the conflict
of interest provisions in 24 CFR 85.36, OMB Circular A-110, and 24 CFR 570.611, respectively, shall
apply. No employee, officer or agent of the sub-recipient shall participate in selection, or in the award
or administration of a contract supported by Federal funds if a conflict of interest, real or apparent,
would be involved.
15. COMPLIANCE WITH CLEAN AIR AND WATER ACTS
During the performance of this contract , the contractor and all subcontractors shall comply with the
requirements of the Clean Air Act, as amended, 42 USC 1857 et seq., the Federal Water Pollution
Control Act, as amended, 33 USC 1251 et seq., and the regulations of the Environmental Protection
Agency with the respect thereto, at 40 CFR Part 15, as amended.
In addition to the foregoing requirements, all nonexempt contractors and subcontractors shall furnish
to the owner, the following:
1. A stipulation by the contractor or subcontractors, that any facility to be utilized in the
performance of any nonexempt contract or subcontract, is not listed in the List of Violating
Facilities issued by the Environmental Protection Agency (EPA) pursuant to 40 CAR 15.20.
2. Agreement by the contractor to comply with all the requirements of Section 114 of the
Clean Air Act, as amended, (42 USC 1857c-8) and Section 308 of the Federal Water
Pollution Control Act, as amended, (33 USC 1318) relating to inspection, monitoring, entry,
reports and information, as well as all other requirements specified in said Section 114 and

Section 308, and all regulation and guidelines issued there under.
3. A stipulation that as a condition for the award of the contract, prompt notice will be given of
any notification received from the Director, Office of Federal Activities, EPA, indicating that
facility utilized, or to be utilized for the contract, is under consideration to be listed on the
EPA List of Violating Facilities.
Agreement by the contractor that he will include, or cause to be intended, the criteria requirements in
paragraph (1) through (4) of this section in every nonexempt subcontract and requiring that the
contractor will take such action as the government may direct as a means of enforcing such
provisions
16. CONTRACTOR'S LICENSE
All bidders shall be licensed under provisions of Chapter 9, Division 3 of the Business and
Professions Code of the State of California to do the type of work contemplated in the project. In
accordance with provisions of California Public Contract Code Section 3300, the Owner has
determined that the Contractor shall possess a valid Class B General Contractor License at the time
that the bid is submitted. Failure to possess the specified license shall render the bid as non-
responsive

RECOMMENDATION:
Staff recommends the City Council authorize the Public Works Department to
publish a notice inviting bids for the Veterans Memorial Park Facilities Americans
with Disabilities Act (ADA) Door Improvement Project (Community Development
Block Grant (CDBG) Project # 601317-10).
BACKGROUND:
The City of Culver City has been allocated funding through the CDBG for ADA
accessibility improvements to various entry and exit doors at the Municipal Plunge and
Veterans Memorial Building.
Upon approval from the City Council, staff will release the attached Notice Inviting
Bids for this project to qualified contractors. The Notice Inviting Bids will also be
advertised in the Culver City News. Staff will return to the City Council at a future
date to recommend an award of contract to the lowest responsive and responsible
bidder.
DISCUSSION:
The project will consist of a combination of replacing existing manual doors at the
two facilities with automated sliding doors and the addition of automated openers to
certain existing doors. The following sets of doors will be replaced and/or modified:

Municipal Plunge Building:
• The existing entry and exit doors at the main lobby of the Municipal Plunge
will be replaced with automatic sliding doors.
• The existing entry and exit doors that lead from the main lobby to the pool
deck will also be replaced with an automatic sliding door.
• The interior door leading from the main lobby to the women’s shower room
will be retrofitted with a surface mounted low energy door opener.
• The doors leading from both the men’s and women’s shower rooms to the
pool deck will be retrofitted with surface mounted low energy door openers.
Veterans Memorial Building:
• The two existing swing doors that lead from the rear of the Registration Office
at the Veterans Memorial Building to the courtyard will be replaced with a new
double-swing low energy door.
Should the City Council approve the release of the Notice Inviting Bids, the following
timeline for this project would be in place:

FISCAL ANALYSIS:
The release of the Notice Inviting Bids does not create a substantive fiscal impact to
the City. Upon review of the bids received, staff will include the appropriate fiscal
impact of awarding a new contract, should the City Council determine to award a
contract.
