RECOMMENDATION
Staff recommends the City Council approve a general services agreement with Weaver Consultants Group for the replacement and relocation of the City’s Transfer Station Misting System in an amount not-to-exceed $160,000.
BACKGROUND/DISCUSSION
The City owns and operates a 500 ton per day solid waste and recycling Transfer Station Facility located at 9255 Jefferson Boulevard operating six (6) days a week. The tipping floor is operational between the hours of 4:30 AM and 4:00 PM, Monday through Friday, and from 5:30 AM to 1:00 PM on Saturday.
Such facilities are required to have dust and odor suppression systems, typically handled through overhead misting systems that are connected to water infrastructure, which is part of monthly Local Enforcement Authority (LEA) inspections by Los Angeles County Department of Health. The current aged system has been unreliable and inconsistent, and requires full replacement to be brought up to current standards.
The City released a Request for Proposals (RFP) No. 2701 on July 9, 2026 for Transfer Station Misting System Replacement & Relocation. The RFP sought a vendor to provide a turnkey replacement of the existing misting system, including all labor, materials, equipment, controls, testing, training, documentation, and related services necessary to furnish a fully operational dust and odor suppression system designed specifically for municipal solid waste transfer station operations. The RFP required a system to address deficiencies associated with the current system, which is located directly behind the active recycling loading pile, resulting in exposure to debris generated during loading operations, as well as concerns regarding rodent-related damage to wiring and controls. In the RFP, the City also required relocation of major system components outside of the active loading area, and included removal and disposal of the existing system, installation of a new industrial-grade misting system, startup and commissioning, operator training, warranty support, and preparation of as-built documentation.
Two proposals were received by submittal deadline of September 3, 2026, by Weaver Consultants Group and Metro Builders & Engineers Group, Ltd. Staff reviewed the proposals, ranked them, and found that Weaver Consultants Group was the most qualified responsive proposal. Weaver has constructed similar systems on local facilities such as Republic Services’ Sunshine Canyon Landfill and Athens Services Sun Valley Materials Recovery Facility (MRF) and they have acceptable references.
FISCAL ANALYSIS
Funding for this project is included in the Adopted Budget for Fiscal Year 2026-2027 in the 20260400.732120 (Department Special Equipment) line item.
