RECOMMENDATION

 

Staff recommends the City Council: (1) waive formal competitive bidding procedures; and (2) approve professional services agreements with various temporary staffing agencies that were selected through an informal request for proposals process.

 

 

BACKGROUND

 

From time to time, the City’s 13 operating departments may require temporary staff to backfill vacancies or provide additional support for special projects. Temporary staffing is often needed with little advance notice. To fulfill department needs, Human Resources is recommending that City Council approve professional services agreements with various temporary staffing agencies to be used on an as-needed basis.

 

Staff has identified the following temporary staffing agencies that provide diverse skill sets and experience in a wide range of fields:

-                     Alura Workforce Solutions

-                     Apple One, Inc dba Apple One Employment Services

-                     Corestaff

-                     HB Staffing

-                     The Intersect Group

-                     SuperbTech

-                     Tryfacta

 

 

DISCUSSION

 

Culver City Municipal Code (CCMC) § 3.07.065 exempts professional services from the formal competitive bid process. However, pursuant to CCMC Section 3.07.045, where the same consultant has been utilized for a period of five years, the formal bidding procedures shall apply unless waived by the City Council. In this case, City staff is requesting that the City Council waive this requirement for the reasons stated above, in accordance with CCMC § 3.07.075.F.3.

 

The City conducted a request for proposals process for temporary staffing services and received quotes from 11 vendors. Human Resources staff evaluated the vendors considering the varied needs of the City’s departments. Staff recommends extending contracts to eight vendors. This range of companies will be able to provide temporary staff that can fill both office and field work positions.

 

 

FISCAL ANALYSIS

 

Funding for temporary staff will be paid individually from each associated department’s line item for contract services based upon the annual adopted budget. Pay rates vary by temporary staffing agency and are dependent upon the type of skills and experience required. Additionally, temporary staff is often hired when permanent positions are vacant. The salary savings from those vacancies offset the costs of the temporary staff.

RECOMMENDED MOTIONS

 

That the City Council:

 

1.                     Pursuant to CCMC Section 3.07.075.F.3, waive formal competitive bidding procedures; and

 

2.                     Approve professional services agreements with various temporary staffing agencies; and

 

3.                     Authorize the City Attorney to review and prepare the necessary documents; and

 

4.                     Authorize the City Manager to execute such documents on behalf of the City.
