RECOMMENDATION
Staff is recommending that the Commission consider the edits being proposed by CCEA and incorporate the edits, as appropriate, into the changes that will be recommended to City Council for adoption.
BACKGROUND/DISCUSSION
The Civil Service Commission conducted public hearings at its February 4, 2015 and March 4, 2015 regular meeting for the purpose of amending the Civil Service Rules in accordance with Civil Service Rule 17.
At the conclusion of the public hearing, the Commission unanimously voted to make a recommendation to the City Council adopting changes to various sections of Civil Service Rules (Rules) 6, 7, 8, 11, and 14.
The City’s six recognized bargaining groups (“Groups”) were provided with notices of the public hearings as well as the final changes that the Commission would be recommending to the City Council for adoption. The Groups were provided the opportunity to meet and confer on the changes. Staff and the Culver City Employees Association (CCEA) met on May 5, 2015 to review the recommended changes. Overall, CCEA expressed support for the recommendations made by the Commission. However, they did request minor edits and clarification to be made to Rules 11.10, 11.14, 11.15 and 11.18 (Attachment “A”).
PRE-HEARING PROCEDURES
One item brought forth by CCEA in relation to the new pre-hearing conference procedure was a concern of how an unrepresented employee would be able to adequately participate in the pre-hearing conference because of the lack of expertise. Staff agreed with CCEA that the process could be complicated for a layperson. To that end, staff developed a form (Attachment “B”) that can be used to help guide the employee and assist with developing the employee’s appeal.
