RECOMMENDATION:
Staff recommends the City Council approve an amendment to the existing
professional services agreement with Mr. Bellur Devaraj, P.E., with a not-to-exceed
fee of $20,000 (to a total not-to-exceed fee of $40,000) to provide part-time general
City engineering support for the Engineering Division.
BACKGROUND/DISCUSSION:
One of the Associate Engineer’s in the Engineering Division is on maternity leave
from June to September 2009. During her absence, several capital projects need to
continue to be managed. With the recent passage of the American Recovery and
Reinvestment Act, new funds will be available soon for construction of several
capital improvement projects. The Engineering staff is focusing its efforts to manage
these new federally funded projects and is unable to manage all the workload
without temporary consultant support.
Bellur Devaraj, P.E., is a retired registered civil engineer. He was the City Engineer
for the City of El Segundo from 1988 to 2004. Since his retirement in 2004, Mr.
Devaraj worked as a consultant for the City of El Segundo. Mr. Devaraj has
extensive experience with city engineering and has vast knowledge in managing
capital projects.

In 2007, the City Council approved a contract amendment for a not-to-exceed fee
amount of $10,000 to Bellur Devaraj, P.E., to provide part-time general engineering
support to the Engineering Division. This amendment increased the original
administrative contract amount from $10,000 to $20,000 however all of these funds
are exhausted.
In 2009, the Redevelopment Agency approved a separate contract with Bellur
Devaraj to provide part-time general engineering support for the Exposition Light
Rail project. Mr. Devaraj continues to provide these services on an as needed
basis.
FISCAL ANALYSIS:
There will be salary savings in the Engineering Division’s operating budget account
number 10160500 in fiscal 2009-10 that are sufficient to cover the contract for Mr.
Devaraj. The hourly rate that Mr. Devaraj will charge is $90 an hour.
MOTIONS:
That the City Council:
1) Approve an amendment to the existing professional services agreement with
Bellur Devaraj to provide part-time general civil engineering support at a not-to-
exceed fee of $20,000 (for a total not-to-exceed amount of $40,000), and,
2) Authorize the City Attorney to review/prepare the necessary documents; and,
3) Authorize the City Manager to execute such documents on behalf of the City.
