RECOMMENDATION:
Staff recommends the City Council accept the work performed by the contractor,
Matt Gardner Construction, Inc, and authorize filing a Notice of Completion for the
Sherbourne Drive Streetlight Replacement Project, P-868 (CDBG#600903-06). It is
also recommended that retention funds in the amount of $7,134.16 be released to
the contractor after the thirty-five day lien period.
BACKGROUND/DISCUSSION:
On February 23, 2009, the City Council approved a construction contract with
Matt Gardner Construction, Inc. for the Sherbourne Drive Streetlight Replacement
Project, P-868 (CDBG #600903-06). The existing streetlight system was identified
as a priority for replacement and upgrade due to its age and condition and the fact
that it was an antiquated high-voltage system. The scope of work along Sherbourne
Drive between Washington Boulevard and its southerly terminus consisted of the
replacement of seven (7) streetlights, removal and replacement of the existing
luminaire on one streetlight at the end of the cul de sac, and all required work to
convert the exiting circuitry to a low voltage system. The project was funded by
Community Development Block Grant and State Gas Tax funds.
Matt Gardner Construction, Inc. successfully completed the work as required in the
contract on June 15, 2009. Construction management and construction inspection
were performed by staff.

FISCAL ANALYSIS:
The original contract amount for the project was $70,749.00. The final contract
amount was $71,341.63 due to a minor contract quantity adjustment of $592.63.
This change order was administratively approved by the Public Works Director/City
Engineer and was within the ten percent bid amount as authorized by City Council
on February 23, 2009. This project was funded primarily with CDBG funds
($58,292) and Gas Tax funds ($13,700).

MOTION:
That the City Council:
1) Accept the work performed by the contractor, Matt Gardner Construction, Inc., for
the Sherbourne Drive Streetlight Replacement Project, P-868 (CDBG #600903-
06); and,
2) Authorize the Public Works Director to sign the Notice of Completion and submit
it to the Los Angeles County Recorder’s office; and,
3) Authorize the release of $7,134.16 in retention funds to Matt Gardner
Construction, Inc. following the 35-day lien period.
