RECOMMENDATION:
Staff recommends the City Council approve the final plans and specifications and
authorize advertising for bids for the Fire Station #3 Fiber Optic Installation Project,
P-912.
BACKGROUND:
On June 18, 2007, the City Council/Redevelopment Agency awarded a contract to
FEI Enterprises, Inc. for the construction of the new Fire Station #3 located at 6030
Bristol Parkway. Construction on the new fire station began on August 7, 2007 and
is estimated to be completed by the end of January 2009. In order to connect the
new fire station to the City’s computer server, provide access to the internet, have
the capability to run critical programs for incident reporting, inspection tracking
through Permits Plus, and comprehensive staff, event, and resource scheduling, a
fiber optic connection between City Hall and the new Fire Station is required.
DISCUSSION:
There is an existing fiber optic data cable from City Hall to a pull box at the
intersection of Overland Avenue and Sawtelle Boulevard. From this pull box, a fiber
optic cable extends westerly in Sawtelle Boulevard to the existing Fire Station #3 on
Segrell Way.
The existing cable at Overland Avenue and Sawtelle Boulevard will need to be
extended to the new Fire Station #3 to provide the necessary data link. From this
same pull box, a fiber optic cable that serves the City’s traffic monitoring cameras

extends southerly in Overland Avenue and Playa Street to a pull box at the
intersection of Playa Street and Hannum Avenue. This fiber optic cable is carried
within a 3” diameter conduit.
Early last year, as part of an encroachment permit with the City, AboveNet, Inc.
installed an empty 3” diameter conduit in Bristol Parkway from the new Fire Station
#3 site to Slauson Avenue, and then westerly in Slauson Avenue terminating at a
point just opposite the on/off ramp of the SR-90 Freeway. AboveNet, Inc. also
installed pull boxes along this alignment spaced approximately every 600 feet. The
purpose of this empty conduit is to provide for the future fiber optic connection to the
new Fire Station #3.
This Project proposes to install a new 3” diameter conduit in Slauson Avenue from
the SR-90 Freeway to Hannum Avenue and in Hannum Avenue to Playa Street
where it will terminate at the existing pull box located at the corner of Playa Street
and Hannum Avenue. A fiber optic data cable will be spliced at the existing pull box
located at the intersection of Overland Avenue and Sawtelle Boulevard and be
pulled through the existing and new 3” diameter conduits to the new Fire Station #3.
The fiber optic cable will share the 3” conduit in Overland Avenue and Playa Street
with the existing traffic monitoring camera cable. Staff may propose to the City
Council at the time of the award of the construction contract to also extend the fiber
optic cable that serves the City’s traffic monitoring cameras from the intersection of
Playa Street and Hannum Avenue to the intersection of Slauson Avenue and Bristol
Parkway, if within budget. This cable will then be able to serve a traffic monitoring
camera at this intersection if the need arises in the future.
If approved tonight, staff will advertise for construction bids in November. It is
estimated that the project would return to the City Council in December 2008 for
consideration. Construction can commence in January 2009 and be completed
before the grand opening of the new Fire Station #3.
FISCAL ANALYSIS:
Based on the engineer’s estimate for the construction cost of this project, funds
allocated in the City’s Capital Improvement Program Budget for Fiscal Year
2008/2009 will be sufficient for this project.
