RECOMMENDATION:
Staff recommends the City Council approve professional services agreements with
CBM Consulting Inc., Paller-Roberts Engineering, KDM Meridian, Norris-Repke,
Psomas, for General Civil Engineering services (Design, Construction Management,
Inspection, and Survey); and Nickerson Company, and APD Consultants,
(Construction Management and Inspection) to support the City’s Capital
Improvement Program for a total aggregate not-to-exceed cost of $675,000. Staff is
proposing that the contracts expire on June 30, 2009.
BACKGROUND:
The Public Works Department/Engineering Division is responsible for the
management of the citywide capital improvement program. The Engineering Division
has several civil engineering positions that oversee and implement the capital
improvement program such as the Public Works Director/City Engineer, Engineering
Services Manager, two Senior Civil Engineers, two Associate Engineers, one
reclassified Associate Engineer position and a part-time Assistant Engineer. In
addition the Engineering staff has other responsibilities such as responding to
questions at the public counter, working with other City departments on citywide
issues, conducting condition setting and plan check of private development projects,
answering resident inquiries on the telephone, and other City engineering work.
With these work responsibilities along with a capital improvement project workload in
the millions of dollars and occasional position vacancies within the Division, it is
necessary to augment Engineering Division staff with consultants, principally for
project design, construction management, and inspection services.

To address this need, the City has previously entered into multi-year contracts with
civil engineering firms to support the capital improvement program. These firms
provide the specific technical knowledge and the time to ensure that projects are
effectively designed in accordance with sound engineering practices and standards.
On November 28, 2005, the City Council approved professional services
agreements with five (5) civil engineering firms to support the Engineering Division in
implementing the capital improvement program. The consulting firms successfully
designed and managed many of the capital improvement projects in fiscal year
2006/07. Their contracts expired on June 30, 2007.
DISCUSSION:
On June 5, 2007, a request for a Statement of Qualification (SOQ) for general civil
engineering design, construction management, and inspection was mailed to
thirteen (13) civil engineering firms. Twelve (12) firms responded and staff reviewed
and evaluated each of the firm’s SOQ using the following criteria:
• Qualifications, experience, education, and technical training of personnel
proposed to provide the required services
• The experience and record of success on comparable capital projects (sewer,
street, drainage, and streetlight improvements)
• Fee schedule for the firm’s personnel
• References from other government agencies
• The number of capital projects completed
• Experience with grant funded capital projects
After the evaluation of each SOQ, staff is recommending awarding professional
services contracts to seven (7) civil engineering and/or construction management
and inspection firms. Staff is recommending that three of the five civil engineering
firms that had contracts with the City, CBM Consulting, Inc., of Torrance, Paller-
Roberts Engineering of Culver City, and KDM Meridian of Lake Forest, be approved
again so they can compete and continue to provide support to staff for the City’s
capital improvement program. Staff is recommending not continuing working with
Hall and Foreman and Bureau Veritas (formerly Berryman and Henigar) due to
critical staff turnover and much higher fee proposals than the other consultants.

Staff is recommending the following additional companies, Norris-Repke of Santa
Ana, Psomas of West Los Angeles, Nickerson Company of Manhattan Beach, and
APD Consultants, Inc. of Irvine to provide support to staff for the City’s capital
improvement program. With the four additional firms, the competitive process
amongst the proposed seven firms will become very beneficial to the City. These
seven engineering and construction management and inspection companies have a
wealth of experience working with local cities on capital projects.
All seven firms may receive a request for proposal for each capital project depending
on their availability and expertise. Each proposal will be then be reviewed based on
the proposed services, time to complete the work, and fee, and then one firm can be
selected (not necessarily based on lowest proposed fee) and approved
administratively by the Public Works Director/City Engineer. Having this process will
ensure that services and costs are efficient and in the best interests of the City.
Having seven exclusive contracts, as recommended by staff, will save time so that
staff will be better able to focus on completing capital improvement projects.
These consulting firms are capable and will provide errors and omission and liability
insurances at $1 million each. The City retains the right to terminate these
agreements upon thirty days notice and any time during the term of agreements.
Also, the City will have the right to contract with other consultants when it is in the
City’s best interest.
Staff is estimating that a total aggregate not-to-exceed cost of $675,000 for the
consultants will be sufficient to support the capital improvement program for Fiscal
Years 2007/08 and 2008/09. Staff reviewed and determined which capital
improvement projects may require the support from these consultants and calculated
the total of the project budgets to be $6,750,000. It is recommended that the
contracts expire on June 30, 2009.
FISCAL ANALYSIS:
The consultants would be paid for their services using funds already set aside for
engineering costs within the adopted 2007-08 capital project budgets of each capital
project. The Purchase Order process is one budgetary control tool which also
allows staff to keep track of the expenditure for each consultant service.

Spring Street Revitalization Corridor
American Public Works Association (APWA) Southern California Chapter Project of the Year 2004
CBM provided design, project management and construction management services for the $5.6 million
Spring Street Improvement project along the border of the City of Signal Hill and the City of Long
Beach. The project included widening and reconstructing the roadway, lowering the grade crest by 17
feet, parkway improvements, intersection improvements, traffic signal upgrades and new installations,
and relocating existing gas , oil, water, sewer and other utility lines. Based on record data and field
exploration, CBM identified in excess of 29 underground utility lines including public utilities, private
utilities and underground oil and gas pipelines. As part of the Spring Street Project, 980 linear feet of
12" diameter sewer line was installed along Spring Street and California Avenue and 1900 linear feet of
30", 24" and 18" diameter storm drain lines were installed along Atlantic Avenue. Landscaped medians
were also constructed along the section of Spring Street between Long Beach Boulevard and Atlantic
Avenue and along the section of Atlantic Avenue between Spring Street and Canton Avenue.

Zumirez Drive Realignment
CBM completed design and construction management for the realignment of Zumirez Drive and
construction of a new traffic signal at the intersection with Pacific Coast Highway in the City of Malibu.
CBM prepared the plans, specifications, and estimate; as well as developing a preliminary street layout
and a full legal description for proposed right-of-way for the Zumirez Drive Realignment Project. This
project required extensive coordination with Caltrans. Construction consisted of new asphalt pavement

Holgate Area Street Rehabilitation
American Public Works Association (APWA) Southern
California Chapter Project of the Year 2005
CBM conducted project management, including
design and preparation of plans, specifications,
and estimate; construction management, and
financial management of this $3.2 million
pavement rehabilitation and water main
replacement project for the City of La Habra. The
project included replacement of water mains,
rehabilitation of local and collector streets with
conventional and asphalt rubber hot mix
pavement, slurry seal, pavement fabric,
sidewalks, driveways, cross gutters, and ADA
curb ramps. This project featured full depth
pulverization and reuse of existing asphalt and
base materials as base for new asphalt pavement
at a significant cost and time savings. It included 20,000 tons of asphalt, 30,000 square feet of
sidewalk, 10,000 feet of water main, and 250 water services.
Pedestrian Improvements Project Round -a-bout
CBM managed a major pedestrian improvement
project in an effort to make the City of Santa
Monica even more pedestrian friendly. Some of
these improvements include street re-pavement,
installation of curb extensions and landscaped
median islands on Wilshire Boulevard and
Broadway, new striping, and the installation of
Santa Monica's first round-a-bout intersection.
The round-a-bout opened in June of 2003 and is
located at the busy intersection of Washington
and 26th Street. This project had a number of
challenging ADA design configurations, which
were resolved by using innovative
implementation.
CostcoNenice Traffic Management
This project in the Los Angeles neighborhood surrounding a Culver City Costco outlet included
updating proposed median designs and irrigation plans in order to divert traffic from this residential
neighborhood. CBM performed verification and drafting of existing conditions, then improved on
existing designs to accommodate ADA requirements.

section of Cherry Ave. The project involves the facilitation of the design process by the coordination
of the sub consultants and utility companies involved in this project. The project also involves the
selection and coordination of an environmental consultant for the NEPA process on the project.

engineering and construction management for the Lambert Road street rehabilitation project. This
Caltrans funded project provides for arterial rehabilitation of pavement, ARHM pavement,
construction of new landscaped medians, curb access ramps, sewer lining, and water

and construction management services for the Lambert Road Gap Closure project which filled

The rates shown above may be negotiable for long-term, multi-classification contracts and/or
assignments that utilize full-time staff exclusively at the Client's offices or project site.
EXPENSES
Project expenses are billed at cost plus 10%. Project expenses include: Non-commuter
automobile mileage (at $.50 per mile), postage and special courier expenses, subsistence,
reproduction, project related telephone, subcontractor services and other direct project
expenses as requested by the client. Should the. client desire, phone and mileage may be
included in an hourly rate, which shall be negotiated and slightly higher than the billable rates
indicated above.
NON-SOLICITATION
By accepting this proposal, Client agrees not to solicit CBM Consulting, Inc.'s employees for
direct employment with client without the explicit written approval of the CBM Consulting, Inc, for
a period of two years following employee's termination of employment with CBM Consulting, Inc.
Should client desire to arrange for direct employment of CBM Consulting, Inc.'s employment, an
equitable fee will be agreed to by and between CBM Consulting, Inc. and client for CBM's costs
for recruitment, training overhead and other costs associated with employee turnover.
Rates are subject to change. Standard adjustment periods are semi-annually on the 1St of
January and theist of June.

Below is a list of sample projects that Norris -Repke has successfully completed which
relate to the DESIGN services requested by the City of Culver City.
City of San Gabriel
San Gabriel Blvd. Improvement Project
San Gabriel Boulevard serves as a major regional four-lane north /south arterial commuter
link between 1-10 and 1-210 with high traffic and intensive commercial development and
driveway access through the corridor . This STP-L funded project consisted of the
rehabilitation and reconstruction of 3,900 LF of poor condition roadway including localized
removal and replace areas , curb , gutter and sidewalk repair , the addition to gutter plate
and cross gutters , the addition of curb ramps and the reconstruction of driveway aprons
where needed . Due to the intense commercial activity in the area , community outreach
and proactive communication with local businesses was critical.
Norris-Repke successfully provided design and construction surveying , and construction management and inspection services
to this project in addition to design.
City of Rancho Cucamonga
Carnelian Street Storm Drain
Norris-Repke successfully provided design assistance for the creation of a 6 ,000 LF storm drain mainline to connect a
previously constructed 78-inch City segment connected to the Cucamonga Creek Channel and a 96 -inch segment previously
constructed by SANBAG in conjunction with the construction of the 210 Freeway . A major part of this project included the
review and resolution of conflicts and discrepancies from the City Master Plan of Drainage and various other
Hydrology/Hydraulic reports in addition to the drainage study prepared by SANBAG for the construction of the 210 Freeway.
City of Villa Park
Mesa Drive Widening
This project consisted of the widening of 1,000 LF of a collector street within an upscale residential neighborhood . The project
design and construction were complicated by the existing conditions of terrain , driveways , walls and utilities . Norris-Repke
provided survey , design and construction management and inspection services.
City of Irvine
Culver and Walnut Widening Project Report
Culver Drive is a major arterial highway located less than 1/4 mile of the 1-5 freeway in the
City of Irvine. Norris-Repke prepared design concepts and project report for the proposed
addition of a northbound lane on Culver Drive and an eastbound lane on Walnut Avenue
to increase the intersection capacity and reduce congestion in the area . Construction was
estimated to be at $2 . 3 M. Important elements in determining the design concepts
City of Westminster
Westminster Boulevard Raised Median Design
Norris-
Repke successfully provided engineering design services for the installation of raised medians of this major east/west
arterial highway from Newland to Boushard , approximately 5,800 LF . The design of these medians utilized an innovative
"dowel-on" curb approach to minimize design and construction costs.

Sewer Improvements at Various Locations
Norris-Repke successfully provided design engineering services for the construction of 6,000 LF of parallel relief lines along
five separate City sewer segments identified as high priority by the City's Sewer Infrastructure Analysis Update . Construction

street lighting , the removal of an existing channel and outside agency processing for this
storm drain improvement project.

Program and Construction Management Services : In Southern California alone, Psomas has
assisted clients in managing over $250 million in construction this past year and has managed
more than $600 million in public construction projects in the state of California.
To Psomas, Construction Management (CM) is the process of professional management applied
to a construction project for the purpose of managing time, cost, scope, and quality.
Psomas' construction manager acts in a fiduciary role as the City's agent. These interests include
timely completion of the project within budget and in conformance with the contract documents.
The construction manager administers the construction contract and provides immediate
resolution to construction constraints while representing the City's interests.

Our local Southern California Construction Management Team has significant construction

engineering, construction management, and survey services. In particular, Psomas has developed
its own web-based company intranet and project web systems to enhance project and client
contract management capabilities. Additionally, we have our own in-house construction
management software called "Project at a Glance" to assist in tracking project documentation, a

project documentation than other methods.
Psomas can provide access to City staff to directly see (from their City office) the status of
important project information such as constructability reviews, submittals, RFIs, potential change
orders, change orders, correspondence, and many other project facts. This tool has helped
alleviate many claims and additional project costs.
Psomas has also developed its own Construction Management Action Plan (CMAP), which
provides industry-accepted procedures for managing construction projects. Psomas will use the
CMAP system to supplement the City's procedures. The end result is a service that meets and
exceeds the City's requirements and guarantees proper documentation for funding
reimbursement.
Psomas will provide all services and project management locally from our Costa Mesa and West
Los Angeles offices. Staff and other resources from our other offices can also be made available
as needed.
Public Agency Emphasis: Much of our work has been performed directly for public agencies and

Mr. D'Emilia has over 19 years of experience in managing large-scale construction
programs for various public entities with significant success managing multi-million
dollar projects during design and construction phases. His responsibilities have
included managing capital construction projects ranging from small projects to major
projects with construction values up to $300 million. His duties have included hiring
consultants for testing, inspection and resident engineering as needed and personally
performing these same duties for key projects, while managing schedule, budget and

Works over a four-year period managing multiple CIP projects from various starting

Management. A $4 million retrofit of lighting, HVAC, building energy management,
sewer pumping station improvements, street lighting replacement, and energy
cogeneration at multiple Culver City Facilities. Served as the City's Project Manager and

finance agreements, presentations to City Council, and construction management.

New Transportation and Public Works Facilities , Culver City, CA: This was a $21
million relocation of the City's Public Works forces to a newly purchased property and

On-Call Construction Management Services, City of Long Beach , CA: Principal-
in-Charge overseeing annual CM on-call services contract valued at $1 million per year.
Implemented CM services on multi-departmental (Police, Fire, Parks & Recreation,

observing a/c and concrete placement; reviewing a/c and concrete tickets for
compliance; reviewing traffic control for compliance with applicable plans; and
authorizing revisions to the traffic control plans to suit current traffic conditions.
Psomas also served as a liaison between the residents, shop owners, City and
Contractor, and assured that the contractor documented all field changes.
Previously, Psomas engineering staff led the multi-discipline consultant team to design
the streetscape and traffic improvements for this project. The purpose of the project was
to provide a catalyst for the redevelopment of the downtown core. The roadway was
widened to provide up to nine travel lanes, and intersections were improved to reduce
congestion and improve traffic flow.
Significant right-of-way acquisition was required to construct the project
improvements. The Psomas Team provided appraisal and acquisition services for full
and partial takes, as well as relocation assistance for both residential and business
properties.
Other key components of the project included defining an urban design
theme and design of streetscape improvements; traffic signalization and
interconnect systems design; drainage design; right-of-way engineering
and acquisition services; public information and community involvement
services; Caltrans coordination; design of a modified on-ramp; and agency
coordination.
Due to the sensitive nature of the
project, which is in the Aliso Creek
Watershed, Psomas included a storm
water runoff management plan
(RMP) to address the impacts of the
improvements and mitigation for the
project.

2 million lift station included a reinforced concrete rectangular covered basin

provided into the ground level of the three level architectural building. DBE was
responsible for the pre-design report , site survey, final design , construction plans &
specifications , permitting , easements , and construction support for this project . Another
component of this project was the relocation of 600 feet of 24-inch and 30
-inch gravity
sewer mains.
