RECOMMENDATION
Staff recommends the City Council approve an amendment to the existing agreement with SkiData, Inc. in an amount not-to-exceed $335,335 for installation, customization, implementation and maintenance of a parking access and revenue control system for the new Culver Commons City parking structure located at 4029 Centinela Avenue.
BACKGROUND
In October 2016 the City Council authorized execution of an agreement with Sentry Control Systems for: (1) the purchase and installation of new PARCS equipment in City garages; and (2) a 10-year agreement in an amount not to exceed $1,145,238 to service and maintain the equipment (Maintenance Agreement) for existing City Parking Structures. The Maintenance Agreement 10-year term began after the PARCS equipment satisfied conformance testing parameters in early 2020.
In late 2019 Sentry was acquired by SkiData, creating the largest provider of PARCS equipment in the United States.
In mid-2020 SkiData executed an Assignment and Assumption Agreement whereby it assumed Sentry’s rights, responsibilities and obligations related to the City’s PARCS equipment. SkiData has been providing on-going maintenance of the equipment since 2020 and is currently in year seven of a ten-year agreement.
in 2018, the City Council approved a Disposition and Development agreement with Culver Public Market, LLC, a Regency Centers affiliate for the construction of a 26,800 square foot artisanal marketplace and public parking situated on two sites at the northwest and northeast corners of Washington Boulevard and Centinela Avenue. Although construction of the project commenced in 2019, it was halted in March 2020 when, due to the pandemic, the Developer invoked the Force Majeure clause of the Disposition and Development Agreement (DDA). As part of the DDA, the City agreed approved a contribution of $6.6 million dollars (currently in a dedicated escrow account) to be utilized towards the construction of the parking structure for the Project and surrounding commercial district
In October 2024, the City Council approved an amendment to the DDA for a modified project that reduced the size of the overall project. Pursuant to the associated and amended Development Construction contract, the developer is required to construct the City public parking structure envelope, however, the City is required to fund the operation and maintenance of the structure.
DISCUSSION
In November 2025, the Culver Commons project was re-initiated, and construction is currently underway for both the commercial project and parking structure. Completion of the project is estimated for early 2027 which includes the 125-space two story parking structure.
In order to accommodate future operational access and revenue generation for the new structure, staff is recommending an amendment to the existing SkiData agreement be approved to install PARCS equipment that is in-line with the current operational models located at the other Culver City public parking structures. New equipment will include access gates, license plate reader (LPR) systems, ticket dispensers, barcode scanner, card readers, credit card terminals and intercoms. Additionally, a pay station will be installed with a barcode scanner, receipt printer, intercom, cash/coin, and credit card terminal.
The amendment would also include a three-year preventative maintenance program (to align with existing agreement term) that would begin in Year 2 at $27,006 and then increase annually pursuant to the Consumer Price Index.
FISCAL ANALYSIS
Funding for PARCS system was included in the Fiscal Year 2026/2027 Capital Improvement Budget under the Parking Authority Fund 475 and designated Project #PE010. Annual maintenance for the first year is considered under warranty and future annual maintenance obligations will be budgeted annually beginning in Fiscal Year 2027/2028.

That the City Council:
1. Approve an amendment to the existing agreement Skidata, Inc, in an amount not-to-exceed $335,335 for installation, customization, implementation and maintenance of a parking access and revenue control system for the new Culver Commons City parking structure located at 4029 Centinela Avenue.
2. Authorize the City Attorney to review/prepare the necessary documents; and
3. Authorize the City Manager to execute such documents on behalf of the City.
