Review Subcommittee report on the need and/or establishment of a Youth Advisory
Council and make a recommendation to City Council.
Bill La Pointe gave the staff report and reported on the progress of the Subcommittee (comprised of
Commissioners Daly Redholtz and James) in this effort. Focus centered on whether there is a need for
a Youth Advisory Council/Commission to handle youth issues, and if so, what would be the costs.
Commissioner Daly Redholtz pointed out that one of the things that became clear in conversations the
Subcommittee had with youth is that many students indicated they were mainly concerned about
school issues and their involvement in school; and that in speaking to teachers, they indicated
students were not aware of how- city government works or how to get involved in learning more about
local government.
Commissioner Daly Redholtz also added that rather than forming a new group, we should look at
using the existing Teen Advisory Group, as well as representatives of the Middle School and High
School leadership classes and other interested students whenever youth input is needed. That was
part of the Subcommittee's recommendation.
Commissioner Deen asked why there was no input from Teen Center youths in this process.
Commissioner James responded to Commissioner Deen's comment.
Mr. La Pointe mentioned one idea to create interest/involvement that was suggested bv the
Subcommittee was to develop a "Round Tables of Civic Affairs Day" event comprised of
representatives from various governmental bodies in a location.
Commissioner Cooper mentioned that most of the High School students who are interested in
learning about government would be involved in the YMCA's Youth & Government program that
meets regularly at City Hall.
2Responding to Commissioner Deen's query, Commissioner Daly Redholtz explained the
Subcommittee went to the schools because there was a larger pool of students who might be
interested, and that it was not the intent of the Subcommittee to ignore the Teen Center kids.
Commissioner James deferred to Mr. La Pointe to elaborate on a suggestion to develop a Web
database on teen information.
Discussion continued. At this time, Commissioner Daly Redholtz proposed a motion to recommend to
the City Council that the Commission does not see the need or the feasibility of a Teen Advisory
Commission at this point, but that the Commission wishes to continue exploring the ideas of i)
utilizing teen advisory groups at the Middle and High School leadership classes; 2) possibility of a
Round Tables of Civic Affairs Day event; and 3) possibility of a Web database email blasting, etc. as
ways of reaching out to youth.
Commissioner James suggested not using the word "need" as a survey to assess teen needs was never
conducted.
Commissioner Daly Redholtz amended her motion and the following action was taken:
MOVED BY COMMISSIONER DALY REDHOLTZ THAT AT THIS TIME THE PARKS AND
RECREATION COMMISSION DOES NOT RECOMMEND THE ESTABLISHMENT OF A YOUTH
ADVISORY COMMISSION; HOWEVER, THE COMMISSION WOULD LIKE TO FURTHER
EXPLORE 1.) USING THE TEEN ADVISORY GROUP OF THE CITY AS WELL AS
REPRESENTATIVES OF MIDDLE AND HIGH SCHOOL LEADERSHIP CLASSES FOR YOUTH
INPUT; 2) EXPLORATION WITH TEENS AT "A ROUND TABLE OF CIVIC AFFAIRS DAY"; 3)
EXPLORATION OF A WEB DATABASE EMAIL BLAST INFORMATION REQUEST; AND OTHER
IDEAS AS THEY COME UP.
Commissioner James seconded the motion.
Commissioner Deen asked for more information regarding the Youth & Government organization that
Commissioner Cooper had mentioned earlier.
Commissioner Cooper responded that the YMCA Youth & Government is a state wide organization,
with their own governing board who are elected by members, that provides opportunity for youth to
learn about government and legislation.
Commissioner Daly Redholtz said Youth & Government should have been added to her motion. She
noted the organization focuses on state and federal issues rather than local, and since it is sponsored
by YMCA it could serve as an adjunct to the Teen Advisory Group.
Commissioner Deen said he was not comfortable with this idea since we are approaching an election
year. Commissioner James asked Commissioner Deen for clarification regarding his comment.
With no further discussion, the Chair called for a vote on the motion.

Discussion ensued regarding the recommendation of the Parks and
Recreation Commission. The Parks and Recreation Commission did not
recommend establishing a Youth Advisory Commission. The Parks and
Recreation Commission did recommend exploring the use of the Teen
Advisory Group of the City as well as representatives of the middle
and high school leadership classes for youth input; exploring with
teens a "Round Table of Civic Affairs Day"; and exploring the
development of a web database email blast information request and
other ideas as they come up.
4Councilmember Rose proposed a motion to support the recommendation
of the Parks and Recreation Commission. Councilmember Malsin
seconded the motion.
Mayor Silbiger offered the following substitute motion: That a Youth
Advisory Commission be created; the City Council choose five members
each for a total of 15 members on the commission; that the
commission members would receive no stipend; that the commission
would have staff support; and the commission would be funded out of
Council Discretionary funds.
There was no second for Mayor Silbiger's motion.
Further discussion ensued regarding communicating with other youth
organizations in the City; and the ongoing involvement of the
subcommittee of Parks and Recreation commissioners formed to explore
this issue.
Following discussion, the following motion was voted on:
MOVED BY COUNCILMEMBER ROSE, SECONDED BY COUNCILMEMBER MALSIN AND
UNANIMOUSLY CARRIED, THAT THE CITY COUNCIL SUPPORT THE
RECOMMENDATION OF THE PARKS AND RECREATION COMMISSION.

Councilmember Silbiger gave his reasons for supporting this item and
proposed the following: That the City Council approve the
establishment of a Youth Advisory Committee and establish a budget
of $5,000.00.
Discussion ensued between the City Council and staff regarding the
previous student shadowing program; costs involved to establish and
run the committee; the impact of a Youth Committee on other programs
and on the work plans; background history of this item; whether the
program was redundant; restructuring existing programs at the Teen
6Center; obtaining an accurate assessment of interest within the
youth community; and whether it was premature to bring the item to
the City Council.
Further discussion ensued regarding the need to define the structure
and activities of a Youth Council; and having Parks and Recreation
Commission re-evaluate the idea.
Councilmember O'Leary proposed the following substitute motion: To
act on the Roundtable of Civic Affairs Day, develop a web database
and conduct a survey of Youth and Government participants, the Teen
Center and high school students to gauge the interest.
Councilmember Weissman proposed the following substitute motion: To
refer the matter back to the Parks and Recreation Commission for a
needs assessment with a recommendation back to City Council as to
whether a Teen Advisory Council is appropriate, and to deteLmine the
structure, the number of members, and how members are selected.
Further discussion ensued regarding combining the motions; concern
about follow up on City Council decisions; concern that the item
would be defeated for budget reasons; and a desire for a timely
resolution.
At this time, Councilmember Silbiger stated that he would be voting
against the motion because he knows there is a need; he feels that
youth is underserved in this capacity; and he believes the City
should act now to appoint a Youth Committee.
Following discussion, the following motion was voted on:
MOVED BY COUNCILMEMBER O'LEARY AND SECONDED BY COUNCILMEMBER
WEISSMAN, THAT THE CITY COUNCIL CONTINUE THE PROCESS OF A ROUNDTABLE

Staff recommends that the City Council consider approving the "Youth Perspective
Survey" (Attachment 1) as developed by staff and the Youth Outreach
Subcommittee of the Parks, Recreation and Community Services (PRCS)
Commission and as recommended by the PRCS Commission to the City Council for
approval and approval of related funding therefore.
BACKGROUND:
Over the past several years, City Council has requested the PRCS Commission to
assess what level of interest youth in Culver City have in becoming more involved in
local government. In October 2004, the City Council requested a report on interest
in the establishment of a Youth Council/Commission. in early 2005, the Parks and
Recreation Commission (now known as the Parks, Recreation and Community
Services Commission) began reviewing this issue in order to formulate a
recommendation to the City Council. In February 2005, the Commission's Youth
Outreach Subcommittee was created for the specific purpose of researching the
feasibility of creating a Culver City Youth Advisory Commission (YAC) and the
Subcommittee's research and discussion on this issue continued over the next
several months. On November 16, 2005 the Commission reviewed the
Subcommittee's report and took action to indicate to the City Council that they did
not recommend the establishment of the YAC at that time, However, there were
other related ideas that the Commission wished to explore further (Attachment 2).City of Culver City, California

On June 26, 2006 the City Council considered the establishment of a Youth Advisory
Commission and took action to support the recommendation of the Parks and
Recreation Commission not to establish a Youth Advisory Commission (Attachment
3).
During the next two years, no further formal action was taken on this matter. At the
May 05, 2008 City Council meeting, a consensus was reached that the discussion of
the creation of a Youth Advisory Committee be agendized for an upcoming meeting.
At the June 9, 2008 meeting, the City Council discussed the matter and directed it
back to the PRCS Commission and their Youth Outreach Subcommittee for
research, review and recommendation. The approved minutes of the City Council
meeting related to this item (Item A-1) are provided as Attachment 4. Although not
included in the meeting minutes, there was Council consensus that any survey
created for the purpose of exploring youth interest in the formation of a Youth
Advisory Committee must first be reviewed and approved by the City Council prior to
being distributed to youth and youth groups.
DISCUSSION:
At the September 4, 2008 Parks and Recreation Commission meeting, a first draft of
the "Youth Perspective Survey" was presented by staff for discussion by the
Commission. The purpose of the survey is to gauge youth interest in the formation
of a Culver City Youth Advisory Committee (CCYAC). The draft survey was based
on comments and examples from other California cities and from Council's direction
regarding the content of the survey. There was consensus that the survey should be
reviewed during a meeting of the Youth Outreach Subcommittee before it returned to
the Commission and was ultimately presented to the City Council. Therefore, the
Parks, Recreation and Community Services Director contacted the City Manager's
Office and requested that this item be moved forward to the last City Council
meeting in October (October 27). Subsequently, the members of the Youth
Outreach Subcommittee (Commissioners Cooper and Hudson) met with staff on
September 10, 2008 to review and comment on the first draft of the "Youth
Perspective Survey" and various other aspects of the
Culver City Youth Advisory
Committee (CCYAC) Project.
One key point stressed by Commissioners Cooper and Hudson at the Youth
Outreach Subcommittee meeting was that the survey should be no longer than one
page. It was commented that there will be a better response rate to the survey if it is
concise and does not take too much time or effort on the part of the responder to
complete. With this goal in mind, staff and the Subcommittee edited the survey to
one page in length, taking care to include those questions that will best gauge
interest in the formation of a Youth Advisory Committee.
At the October 7, 2008 PRCS Commission meeting, the Commission reviewed and
discussed the one-page version of the "Youth Perspective Survey." The survey wasCity of Culver City, California

approved and the Commission took action to recommend this version of the survey
to the City Council for approval (moved by Commissioner Hudson; seconded by
Commissioner Cooper; passed unanimously).
Once the "Youth Perspective Survey" (with Council-directed changes, if any) has
been approved by the City Council, it will be distributed to the youth of Culver City
and the results will be tabulated and presented to the Youth Outreach
Subcommittee, the Parks, Recreation and Community Services Commission and the
City Council. It is expected that the City Council will then determine the next steps, if
any, to be taken with regard to the formation of a Culver City Youth Advisory
Committee.
FISCAL IMPACT:
The cost of administering the "Youth Perspective Survey" is largely dependent upon
the mode of administration. For example if the survey is administered via a "paper-
and-pencil" method, costs will include those of photocopying and survey delivery and
collection. If the survey is administered electronically (i.e., via an Internet service
such as SurveyMonkey.com ), costs will include staff time and account set-up (if the
service is fee-based). As this was an item not included in the PRCS Department's
Fiscal Year 2008-09 budgeted Work Plan, expenditures related to the administration
and tabulation of the "Youth Perspective Survey" were not included in the adopted
Fiscal Year 08/09 and Approved Fiscal Year 09/10 Budget. Estimated costs for the
administration of the survey are as follows:

Should the City Council determine to proceed with this process, staff recommends
the City Council consider using a portion of the City Council's appropriated reserve
for this purpose.
