RECOMMENDATION
Staff recommends the City Council approve an agreement with McMurray Stern for the purchase and installation of Police Department weapon storage lockers and weapons racks in an amount not-to-exceed $55,865.45.
BACKGROUND
In order to improve its ability to respond quickly and appropriately to critical incidents, the Police Department has implemented a new rifle program. As part of the program, all Police Officers and Sergeants will be issued a rifle for field use. Police Department staff worked with the Finance Department and conducted an open and competitive Request for Bids (#1608) process for the purchase of rifles. Several bids were received and Council approved a purchase order for the purchase of the rifles on November 14, 2016.
The Department intends on placing lockable rifle cabinets in strategic locations throughout the department. This will allow Officers and Sergeants working in a non-field capacity to safely store their rifles, and still have direct access to them in the event that they are required to rapidly respond to a critical incident in the field. In the event of a critical incident, the additional (properly equipped) personnel responding from the Department will augment Patrol staffing, increase officer safety, and dramatically improve the Department’s ability to appropriately address the incident. Additionally, the Department plans on installing 72 large lockable lockers. This will allow Patrol and other officers to store their issued rifles and other equipment in a safe and secure manner, and easily move them back and forth from their police vehicles. Both the lockers and racks require installation, as they must be secured to the floor and or walls.
DISCUSSION
This purchase of SpaceSaver products (storage lockers and racks) is exempt from competitive bidding requirements pursuant to Culver City Municipal Code Section 3.07.045.G, as competitive bid procedures have already been utilized by the State of California Department of General Services as included on the California Multiple Award Schedule, and McMurray Stern will be supplying the lockers and racks to the City at the same or better price, as was obtained through the prior competitive bid procedures.
Police Department staff is familiar with the SpaceSaver products and has found them to be of high quality. Staff has also worked with McMurray Stern in the past and found them to be highly responsive to the Department’s needs. Based on this, staff recommends approving an agreement with McMurray Stern to furnish and install 24 Firearm Storage Lockers, two 10-foot Long Gun Weapons Racks, and one 20-foot Long Gun Weapons Rack to be used by Sworn Officers of the Culver City Police Department in an amount not-to-exceed $55,865.45, including all fees and taxes.
FISCAL ANALYSIS
The City Council Adopted Budget for Fiscal Year 2016/2017 includes $300,000 for new rifles and accessories (41640454.550110). On November 14, 2016, the City Council approved the purchase of 100 LWRC Patrol Carbine Rifles in an amount not-to-exceed $175,124.80. With a balance of $124,875.20, there is sufficient funding remaining to support the proposed expenditure.

MOTION
That the City Council:
1. Approve an agreement with McMurray Stern for the Purchase and Installation of Police Department Weapon Storage Lockers and Weapons Racks in an Amount Not-to-Exceed $55,865.45; and
2. Authorize the City Attorney to review/prepare the necessary documents; and
3. Authorize the City Manager to execute such documents on behalf of the City.
