RECOMMENDATION
Staff recommends the City Council adopt a resolution (1) approving Culver City’s participation in the Los Angeles Urban County Community Development Block Grant (CDBG) program for the period commencing July 1, 2024 and ending June 30, 2027; and (2) authorizing the Mayor or his designee to execute a Cooperation Agreement with the County of Los Angeles related to CDBG funds.
BACKGROUND / DISCUSSION
The 1974 Housing Act authorized the allocation of block grants to eligible applicant municipalities nationwide to be used for activities that benefit low- and moderate-income persons, subject to program regulations and eligibility criteria. The program is administered by the Los Angeles County Development Authority (County). Culver City (City) participates in the CDBG program as a member of the Los Angeles Urban County Entitlement.
CDBG funding is granted to the City pursuant to a Cooperation Agreement between the City and the County. The Cooperation Agreement outlines legal provisions and requirements by which the City is permitted to participate in the Urban County CDBG program. The signatory requirements for the program have recently changed and the County is requesting that all participating organizations adopt a resolution approving participation in the CDBG program and authorizing the Mayor or his designee to execute a Cooperation Agreement on behalf of the City.
FISCAL ANALYSIS
There is no cost to the City associated with adoption of the proposed resolution or execution of the Cooperation Agreement with the County.

MOTION
That the City Council:
1. Adopt a resolution (1) approving Culver City’s participation in the Los Angeles Urban County Community Development Block Grant (CDBG) program for the period of July 1, 2024 through June 30, 2027; and (2) authorizing the Mayor or his designee to execute a Cooperation Agreement between the City of Culver City and the County of Los Angeles;
2. Authorize the City Attorney to review/prepare the necessary documents; and
3. Authorize the City Manager to execute such documents on behalf of the City.
