RECOMMENDATION:
Staff recommends the City Council accept the work performed by KDC, Inc. (dba
Dynalectric) and authorize filing the Notice of Completion for the Mutual Video
Surveillance and Copper to Fiber Transmission components of work for the Fox Hills
Area Traffic Synchronization Project, P-852.
BACKGROUND:
Staff submitted the Fox Hills Area Traffic Signal Synchronization Project to the Los
Angeles County Metropolitan Authority (Metro) 2001 Call for Projects program for
funding. The application proposed multiple components of work comprised of
upgrading 12 traffic signals within the Fox Hills area, switching existing traffic signal
data transmission from copper wire interconnection to the City’s existing fiber optic
network, providing mutual video CCTV camera surveillance capability between
Culver City and Los Angeles Department of Transportation (LADOT), certifying the
City’s existing traffic signal communication infrastructure and acquiring a citywide
Traffic Control System.
In November 2007, the City Council awarded a contract to Dynalectric in the amount
of $71,865 for the Mutual Video Surveillance and Copper to Fiber Transmission
components of the project. The project included the following components of work:
• Provide mutual video surveillance, including camera control between the

• Switch the current signal data transmission from copper wires to fiber optic
lines to LADOT.
DISCUSSION:
The first component of work included the purchase, installation and integration of
appropriate equipment to allow both jurisdictions the ability to view and control
closed circuit televisions (CCTV). LADOT is able to view and control all of Culver
City’s 16 cameras. Culver City is now able to view and control 10 of LADOT’s
cameras. The intent of the mutual video surveillance is to enhance traffic flow
monitoring crossing jurisdictional lines. Thus the 10 LADOT cameras selected for
sharing are all located along the boundary between Culver City and Los Angeles.

The second component of work was to switch the transmission of traffic signal data
from copper wires to fiber optic lines to provide additional capacity for future City
signal expansion. This effort required the purchase and installation of appropriate
equipment.
The equipment purchase and installation of the second component was designed
based on the communication configuration between LADOT and Culver City. While
coordinating with LADOT staff in August 2008 to complete the switch from copper
wires to fiber optic lines, Culver City was informed that LADOT decided to change
the configuration of the communication rendering the City’s design of this effort
obsolete. Simultaneously, another component of the Fox Hills Area Traffic Signal
Synchronization Project, the acquisition of a Traffic Control System (TCS) was in
progress. This component of work led to the selection of Kimley-Horn Associate’s
KITS traffic control system. The selection to implement the KITS system removes
the City from participating on the LADOT ATSAC system making the signal data
transmission component unnecessary.

Dynalectric was instructed not to complete the installation of the second component
of work and it was agreed that the City will pay for the equipment purchased (both
already installed and uninstalled) and services rendered up to the time at which the
effort was abandoned.
The project was completed on February 13, 2009, with a final contract amount of
$69,757.56. Both components of this project require extensive coordination with
LADOT. The contract time was extended to account for the time required to
coordinate with LADOT.
FISCAL ANALYSIS:
The overall Fox Hills Area Traffic Signal Synchronization Project (P-852) has a total
budget of $2,036,100 including a local match of $414,275. There are sufficient funds
in the adopted 2008/09 Capital Improvement Budget to pay for the above outlined
components of work and the retention amount due to Dynalectric.
MOTIONS:
That the City Council:
1) Accept the work performed by KDC Inc. dba Dynalectric for the Fox Hills Traffic
Signal Synchronization, Mutual Video Surveillance and Copper to Fiber
Transmission Components of work; and,
2) Authorize the Public Works Director/City Engineer to execute and submit the
Notice of Completion to the Los Angeles County Recorder’s Office for
recordation; and,
3) Authorize the release of the balance of the retention payment in the amount of
$6.975.76 to the contractor after the thirty-five (35) day lien period expires.
