RECOMMENDATION
Staff recommends the City Council (1) approve a three-year professional services agreement with Fortress Armored Services Company for armored carrier services; and (2) authorize the City Manager to exercise two one-year options to extend the agreement.
BACKGROUND/DISCUSSION
On August 9, 2021, the City published a Request for Proposals for Armored Car Services, in accordance with City specifications. At the time of closing on October 14, 2021, the following proposals were received:
Both proposers were invited for oral interviews with an evaluation team consisting of representatives from the Finance, Police and Transportation Departments. Detailed questions were asked by the panel to assess: (1) Qualifications & Experience; (2) Understanding of City’s Scope of Services, (3) Fees, & (4) References, Schedule & Other Requirements. Based on its evaluation, the Staff recommends Fortress Armored Services Company be retained to provide armored carrier services for the City of Culver City.
If the City Council approves entering into an agreement with Fortress Armored Car Services Company, staff will begin the process to negotiate a final agreement. Staff requests authority to make minor and insubstantial modifications to the RFP as deemed appropriate during the negotiation process provided that any additional contract process does not increase more than the City Manager’s contract authority.
FISCAL ANALYSIS
The costs for the carrier services are contingent on pickups transmitted to the servicing agency. Funding is appropriated in the Fiscal Year 2021/2022, as included in object code 619100 - Fiscal Services under various Departments (Finance, Police and Transportation) to cover the cost of this procurement. Funding needs for the remainder of the service agreement will be incorporated into future annual budgets, at an amount not-to-exceed $50,000 per fiscal year.

MOTION
That the City Council:
1. Approve a three-year professional services agreement with Fortress Armored Carrier Services, Inc. for armored carrier services; and,
2. Authorize the City Manager to exercise two additional one-year options for renewals; and,
3. Authorize the City Attorney to review/prepare the necessary documents; and,
4. Authorize the City Manager to execute such documents on behalf of the City.
