City of Culver City, California City Council Agenda Item Report 1 RECOMMENDATION: Staff recommends the Culver City City Council (“Council”) approve a professional services agreement with Peter Erdelyi & Associates for structural engineering peer review services related to the Westfield Fox Hills shell building remodel/addition at 6050 Sepulveda Boulevard (the “Westfield Project”). BACKGROUND: On April 2, 2007, Building Safety received an application for a building permit for the Westfield Project. The Project includes an extensive remodel of existing space and 165,000 new square footage with a construction valuation of $90,000,000. The application included a plan check fee in the amount of $385,623.26. The City’s Building Safety Plan Check Engineer is experienced in this area; however, for a project of this size, an independent structural engineering peer review is prudent and recommended in order to maintain the existing level of service. DISCUSSION: On August 8th, 2006, Building Safety mailed out an RFP to three selected structural engineering firms seeking the services of a qualified structural engineering firm to perform a structural engineering peer review of the structural plans and specifications of the Westfield Project. Fulwood (05/02/07) City of Culver City, California City Council Agenda Item Report 2 proposal, Peter Erdelyi and Associates submitted a proposal for $39,750. The Westfield project was delayed until April 2007, and the scope of the project changed somewhat from that of August 2006. Building Safety staff requested Peter Erdelyi & Associates to review the revised Westfield drawings and update their proposal. The updated proposal amount is $47,500. Peter Erdelyi & Associates is a very qualified structural engineering firm. It is the firm that performed the structural engineering peer review for the Symantec project. Building Safety staff was very satisfied with the firm's performance on the Symantec project and, as such, is recommending that this firm’s services be utilized for the Westfield project. FISCAL ANALYSIS: Building Safety Division has sufficient funds remaining in its fiscal 2006-2007 budget for contract labor (Account 10151500.411700) to cover the cost of this contract.
