Nachbar (10/08/14) RECOMMENDATION: Staff recommends that the City Council approve the final plans and specifications and authorize the publication of a notice inviting bids for construction of the Sewer Main Lining Rehabilitation Project (Phase IV), PZ-906. BACKGROUND: As the City’s sewer collection systems age, the risk of potential failure increases. Issues of concern include collapse, blockage, overflow, and other potential service interruptions. In an effort to overcome these challenges, staff utilizes closed circuit television (CCTV) inspection to assess the condition of the sewer and to prioritize sanitary sewers for rehabilitation and maintenance. Instead of excavation and replacement of the existing sewer main, the trenchless lining process provides for the insertion of a special lining material inside the existing pipe, and the liner is then heated or cured-in-place to adhere to the inside of the existing pipe. The new liner creates a water tight, smooth surface within the existing sewer main pipe that is structurally sound and long lasting. Since 2009, Phases I, II and III of the Sewer Main Rehabilitation Project, PZ-906 have installed approximately 19 miles of cured- in-place pipe in existing deteriorated sewer mains. DISCUSSION: After the review and evaluation of the latest CCTV inspection of the existing sewer mains, approximately 17 miles of sewer mains are proposed to be rehabilitated with this phase of the sewer lining project due to their current condition and root intrusion. City of Culver City, California Agenda Item Report In addition, it is estimated that approximately 25% of the active sewer laterals studied have various degrees of root intrusion extending into the City’s sewer main lines. As part of this project, only defective sewer lateral connections to the sewer main with root intrusion will receive a “top hat” trenchless lateral sealing system at the main line connection point. It is the homeowner’s responsibility to maintain their sewer lateral from the building to the City’s sewer main, per Culver City Municipal Code Section 5.02.007. Engineering Division staff has completed the design and preparation of specifications for the sewer rehabilitation project. The IT Department’s GIS staff prepared the project location exhibits. FISCAL ANALYSIS: This project is included in the City Council Adopted Budget for Fiscal Year 2014/2015 (20480000.730100.PZ906) funded by the Sewer Enterprise Fund.
