City of Culver City, California City Council Agenda Item Report RECOMMENDATION: Staff recommends the City Council approve a professional services agreement with Utility Systems, Science and Software (US3) with a term of one (1) year, with four (4) one-year extensions upon approval by the City Manager for the maintenance of the Emergency Notification System and the Sewer Flow Monitoring System. BACKGROUND: There are two technology systems serving the City’s 86 miles of sewers and 7 pump stations. The two systems are the sewer flow management system (SFMS) and the sewer emergency notification system (ENS). Sewer Flow Management System (SFMS) The City of Culver City owns its sewer system and conveys about 4 million gallons of effluent per day to the City of Los Angeles’ sewer transmission lines for treatment at the Hyperion Sewage Treatment Plant. This is done under an Amalgamated System Sewerage Agreement (ASSA) that was approved by the City Council in 1999. The ASSA requires that the City of Los Angeles treat and dispose of Culver City’s wastewater. The ASSA also requires Culver City to report sewer flow data at monthly, quarterly, and annual increments and to pay for the sewage conveyance and treatment to the City of Los Angeles. The purpose of the flow data is to determine the City’s fair share of operational and capital costs at the Hyperion Plant and the maintenance of the City of Los Angeles’ sewer transmission lines. There are financial penalties to the City if sewer data reported is incomplete. Culver City’s SFMS was installed in the year 2000. Fulwood (03/18/09) City of Culver City, California City Council Agenda Item Report The SFMS consists of sewer flow meters, sensors, data loggers, and related equipment. Several sewer flow meters are integrated through a wireless communications network. The wireless network architecture provides for remote meter reading and sewer flow data communications based on TCP/IP and other industry standard protocols using the City’s trunked radio system. The Sewer Emergency Notification System (ENS) The ENS system utilizes Motorola Supervisory Control and Data Acquisition (MOSCAD) for communication over the City’s trunked radio system, and integrates the City’s seven sewer pump stations into an intelligent technology network that assesses mission-critical components and functions at the seven pump stations and reports malfunctions in their operation as alarms to City staff. The ENS reports alarm incidents from the pump stations wirelessly to a central unit located in the basement of the Police Department, from which they are relayed through fiber optic lines to City Hall and then converted to copper communications delivered to the ENS’s network and server. The server and assistant hardware then delivers text messages (SMS) to cell phones, e-mails to staff computers, and makes voice phone calls to a tree list of responsible first-responding members of City staff. The ENS is a mission-critical component of the City’s Spill Prevention Program. The ENS system employs Trihedral Engineering’s Virtual Tagged System’s Supervisory Control and Data Acquisition (VTS) to give intelligence to the ENS system, notify staff of incidents, and maintain related databases. DISCUSSION: In 2003, the City entered in a professional services agreement with US3 to complete the installation of the ENS system (the work was started by a different firm) and maintenance of the related ENS software; additionally, US3 replaced sewer flow meters that were over 10 years old, incorporated them into the SFMS, provided maintenance of the meters, and developed data reporting capabilities to comply with the ASSA. Under the proposed professional services agreement, for the first time since the inception of the SFMS and the ENS, the two technology systems would be united under a single maintenance contract. Presently, the SFMS is not covered under a professional services agreement and the ENS receives limited inspection and maintenance. Each system has current needs for replacement of components, enhancements, and regular servicing of the systems from top to bottom. Additionally, there is some deferred maintenance that needs to be addressed for City of Culver City, California City Council Agenda Item Report each system, due to the absence of an all-inclusive professional services agreement over the last eight years. With the philosophy of unifying both systems under one qualified and responsible professional consulting firm, staff developed a Request for Proposal (RFP) that integrates the ENS and SFMS and defined the services needed. The RFP was released on Monday, February 2, 2009. A mandatory pre-bid meeting was held on Tuesday, February 10, 2009; there were nine companies represented. The bid proposals were due on Monday, February 23, 2009. On the due date, only one proposal was received. The bid proposal was submitted by US3. Staff contacted the companies that attended the mandatory pre-bid meeting to determine why they did not submit a proposal. Four companies responded and stated several reasons for not submitting a proposal: 1) Given their present workload, they did not have time to find qualified subcontractors to partner with them; 2) they are too busy with other projects and did not have the time to submit a bid; 3) They are not qualified to bid, without qualified subcontractors; 4) They are not integrators of the necessary technologies used in Culver City; and 5) The time and labor required from the consultant is too much and they could not support Culver City’s needs. Staff concluded that based on the responses and the qualifications of the attendees at the pre-bid mandatory meeting, extending the request for proposal period would probably not have yielded additional proposals. Further, to break up the project into two independent smaller projects would be disadvantageous to the City, since there are efficiencies in the larger combined project. Revision to proposal The proposal submitted by US3 was found to be responsive to the RFP. The cost proposal is $3.5 million for a five year period. The cost proposal included more than $638,000 in parts, approximately $1.4 million in professional services, and approximately $1.5 million for other services, if necessary. The cost proposal represented complete responsibility by the consultant over all aspects of the SFMS and ENS systems, from the smallest of components to the largest and all the services required on a daily basis. Staff determined that the cost proposal was too high and decided to revise the scope of services in order to bring costs down. Public Works Department staff from the Environmental Programs and Operations Division, Maintenance Operations Division, and Engineering Division strategized and restructured the scope of work to define the essential needs of the ENS and SFMS system, including new services that have not been part of any previous professional services agreement and are necessary. City of Culver City, California City Council Agenda Item Report A strategy implemented by the group to reduce the cost is 1) to remove all ENS and SFMS parts and third party services from being the responsibility of US3; 2) to have available only specifically identified parts that have a long-lead time for delivery; and 3) the parts that are readily available would be purchased only upon need. By this strategy, the City avoids a capital outlay for parts that will be shelved for an undefined period of time. For this reason, ENS and SFMS parts are not a component of this professional services agreement and staff proposes to purchase them directly on an as needed basis. Staff requested revised cost proposals from US3 based on the aforementioned changes to the proposed scope of work. US3 is proposing that the project will require about 1,937 hours of professional services support for a not-to-exceed amount of $277,325 during the first year of the agreement for the required tasks. Staff is recommending that a professional services agreement be approved with US3 for an annual not-to-exceed amount of $277,325. FISCAL ANALYSIS: The professional services agreement will be funded by the Sewer Enterprise Fund, budget line item 20466100. There is sufficient funding available within this Division to fund this request. In addition, allows both Culver the flexibility to be responsive to their customers needs. We have the following: US3 Matrix for Culver Response System (CRS) Work Plan 1.Purpose or Objective The purpose of this Work Plan is to define the maintenance responsibilities & roles of the CRS Managers / Culver. The maintenance levels for the CRS system & sub- systems must be set to a standard to protect the overall functionality and integrity of the system for all users. A proper maintenance standard will also protect the warranties of the system & sub- systems. 2.Technical Background: Capabilities Standards in maintenance protect the integrity of the system and protect the warranties of the equipment. Coordinated maintenance is simplified by having one set of maintenance standards rather than multiple standards, especially at shared sites. za MOTOROLA Authorized Integrator 19Culver City Public Works Utility Systems Science and Software Wastewater Monitoring Services Bid No. 1422 Constraints Improper maintenance poses a risk to the operational functionality of the CRS system & sub-systems, could risk equipment warranties, and may potentially cause confusion at sites and lost of operation. 3. Operational Context: Each site & each piece of equipment shall be considered as "owned" by Culver. U83 will then be responsible for the maintenance of the sites & equipment that they own. Agreements between the Culver and/or Maintenance Contractors are at Culver's discretion, but the US3 is still ultimately responsible for the ENS/SFMS. Maintenance of the System & subsystems is defined into four separate categories: Priority Level 1 - US3 shall troubleshoot the Deficiency on-site and report the diagnosis within two (2) hours or dispatch a field engineer to arrive and troubleshoot the Deficiency at the impacted facility within four (4) hours of receiving the request for Corrective Maintenance services and report the diagnosis within two (2) hours subsequent to arriving, regardless of time of day or day of week. Priority Level 2 - US3 shall troubleshoot the Deficiency on-site and report the diagnosis within two (2) hours or dispatch a field engineer to arrive and troubleshoot the Deficiency at the impacted facility within four (4) hours of receiving the request for Corrective Maintenance services and report the diagnosis within two (2) hours subsequent to arriving, during Business Hours. Priority Level 3 - US3 shall troubleshoot the Deficiency remotely and/or dispatch a field engineer to arrive and troubleshoot the Deficiency at the impacted facility and report the diagnosis within twenty-four (24) hours of receiving the request for Corrective Maintenance services, during Business Hours. Priority Level 4 - US3 shall troubleshoot the Deficiency remotely and/or dispatch a field engineer to arrive and troubleshoot the Deficiency at the impacted facility and report the diagnosis within ten (10) calendar days of receiving the request for Corrective Maintenance services. MOTOROLA Authorized Integrator 20 23Culver City Public Works Utility Systems Science and Software Wastewater Monitoring Services Bid No_ 1422 Recommended Procedure: Any broad maintenance issues that affect Culver ENS/SFMS will first be identified and discussed by Culver. In general however, US3's primary goal is no loss of data or operation. For day to day maintenance, US3 will maintain the equipment. For emergency & urgent repairs as defined by Priority Levels, Culver may request and expect support resources (i.e. US3 support staff and/or parts) from US3 to restore equipment / system to normal operation and will include: • Notifying the US3 of Equipment & Location issues that require attention. • Managing the inventory of the ENS/SFMS equipment, as defined by US3/Culver. • Managing the Equipment maintenance logs of the equipment are responsibility of US3 for as defined by their internal department logging processes. • Service Technician posting information will be kept at the sites. • Routine equipment maintenance logs will be kept at the Central by US3. Current copies of all as-built documentation will be maintained at the Central and at the offices of the US3. Culver shall be responsible for assuring the accuracy of all as-built data related to the infrastructure equipment, and any changes or alterations that come to the knowledge of Culver. • US3 will be responsible for coordinating and/or overseeing configuration changes affecting the System Infrastructure. • All maintenance work being scheduled that may affect the System and/or Sub- systems performance shall be preceded by reasonable notification. • US3 shall ensure that all technicians who are assigned to work on system equipment shall have successfully completed appropriate Factory training on the equipment they are assigned to work on. • U53 will maintain a list of the qualifications and contact information of their technical staff and provide updated copies of this list to Culver, in the event of emergency contact needs. MOTOROLA Authorized Integrator 21Culver City Public Works Utility Systems Science and Software Wastewater Monitoring Services Bid No. J422 • US3 will maintain a list of the spare parts/equipment pertaining to their System & Sub- system that they have available. This is to provide a reference resource for other managers allowing them the option to request the use of this spare equipment if an appropriate need arises. • The System & Subsystem equipment is closely integrated, any infrastructure Hardware & Software upgrades or changes that may have the impact of affecting the rest of the system will need reasonable discussion / approval by Culver. • The Local US3 Administrator responsible for the impaired System & Sub-system will be responsible for determining how critical an equipment failure is operationally and will determine the appropriate action and escalate or de-escalate the repair process as needed. For example, a single failed channel on a main repeater site would not be a critical failure, but a backup failure would be. • It shall be the intent to share the identified support information electronically within a common / secure area of the system, Culver will be responsible for determining the operational details of information sharing. 6. Management US3 is responsible for managing the maintenance for the equipment & sites that they are responsible for, and for managing the delegation of repair responsibilities in emergency repair situations. Recommended Protocol/ Standard for Emergency Work: Local US3 System Administrators shall be responsible for: • Monitoring the performance of the system & subsystem equipment using the monitoring and reporting tools that are part of the system. If issues do arise, it shall then be the US3's responsibility to resolve the problem directly, or to bring the issue to Culver Administrator if broader resolution is needed_ • Ensure that State and Federal Regulations are followed. • Ensure that ISA standards are maintained with existing & future equipment. • Appropriate spare modules, boards, and field replaceable units for the equipment are US3 responsibility for properly inventoried and maintained equipment US3 currently has many of the Culver system components in stock and typically on-hand. One (1) Service of the existing Marsh-McBirney SFMS and the Motorola MOSCAD System and Two (2) Service of the VT SCADA system. Where for the service for both system will be provided by an integrated group of technicians, engineers and support staff equipped to providing complete software support, sewer metering and telecommunications equipment maintenance. Our personnel are located in Southern California. They can respond quickly with expert solutions to your problems or issues. US3 will have one Electrical Engineer on staff located in Culver City. SFMS/ENS Maintenance schedule Culver can simply log in to schedule work as a function of Priority Levels. U83 will maintain the entire system, including the sewer meters, RTUs, VT SCADA software and telecommunications system using methods to optimize our staff and keep Culver informed of the current status of the system. This will include a comprehensive review of SFMS/ENS system. This will start at the Master Stations to each of the RTUs and sensors_ It should be noted that US3 activities are governed by approved standards, codes, and procedures accepted by IEEE & ASME in the areas of Electrical (including instrumentation) and Mechanical Engineering. In general, US3 will perform the SRA from the perspective compliance with ISO-9001. For the purposes of this project, US3 will adhere to most of the ISO Quality Assurance where practical. The purpose of the US3 SRA is to ensure Culver that the activities affecting the quality of the system are performing as designed not only from the SFMS/ENS perspective, but including the system wide perspective. The SRA will include the systems engineering, specification generation, and associated RTUs. Specific areas of the procedures that the U53 SRA Team will be examining are: 1) Design Control 2) Document Control 3) Procedures, Instructions and Drawings 4) System Control 5) Test Control US3 will develop a comprehensive Performance Test Plan. The test plan will include test conditions for coordinating the start and end of each test with Culver City Public Works_ The focus of the test plan will be the following: 1. Identify parameters. 2. Determine relative measurements 3. Identify control parameters for optimization of the SFMS/ENS System. The completed Test Plan Package will include, as a minimum, the following: 1. Results of testing activities. 2. This warranty applies for one (1) year from the date of Culver's written acceptance of the system following the site acceptance test or eighteen months from time of shipment, whichever is less. 7.2 Software Warranty US3 guarantees that the software to be supplied will be free from errors.
