RECOMMENDATION
Staff recommends the City Council adopt a Resolution confirming the assessment and ordering the levy for the Sewer User’s Service Charge for Fiscal Year 2024/25.
PROCEDURE
1. Mayor seeks a motion from the City Council to receive and file the affidavits of publication and posting of notices and correspondence received in response to the public hearing notices; and,
2. Mayor calls for a staff report, and the City Council Members may pose questions to staff as desired; and,
3. Mayor seeks a motion to open the public hearing; and,
4. Mayor seeks a motion to close the public hearing after all public testimony has been presented; and,
5. The City Council discusses the item and arrives at its decision.
BACKGROUND:
On April 8, 2024, the City Council adopted a resolution that approved the Engineer’s Report, declared its intention to order the assessment levy and collection of assessments, and set the date, time, and place for this public hearing for the Sewer User’s Service Charge.
DISCUSSION:
Staff recommends that the City Council adopt a resolution confirming the assessment and ordering the levy for the Sewer User’s Service Charge for Fiscal Year 2024/25. The rates are proposed to increase 3.4% based on the Bureau of Labor Statistics February Consumer Price Index for All Urban Consumers for the Los Angeles area for the prior 12-month period ending February 2024 for Fiscal Year 2024/2025.
Prop. 218 and Culver City Municipal Code Section 5.02.035 require that the City Council consider all protests against the proposed Sewer User’s Service Charge before deciding whether or not to levy these charges. Prop. 218 also provides that such a charge cannot be levied if written protests against the proposed charges are received from a majority of the owners of the impacted parcels.
There are two parcels in Culver City located at 5975 Centinela Avenue and 6695 Green Valley Circle that are within the Los Angeles County Sanitation District #5 for the collection of sewage. The property owners are directly charged for the collection and treatment of sewage by the LA County Sanitation District. Culver City is a member of LA County Sanitation District #5.
FISCAL ANALYSIS
Adoption of the proposed resolution will authorize the collection of the sewer user’s service charge for Fiscal Year 2024/25. The total sewer user’s service charge revenue is projected to be $9,475,600.
