Authority to order at 7:16 p.m.

Meeting Minutes
Board Member Clarke expressed concern with receiving the
meeting minutes in a timely manner.
Discussion ensued between staff and Board Members regarding
the General Municipal Election; the review process; cuts to
the staff of the City Clerk’s Office; the value of the
minutes; increasing efficiency with the minutes; linking
the meeting in a minute to the video; costs to implement
the technology; and adding funding to the City Clerk’s
budget.

JOINT CITY COUNCIL/SUCCESSOR AGENCY/HOUSING AUTHORITY/
PARKING AUTHORITY AGENDA ITEM: Presentation of the City
Manager’s/Executive Director’s Proposed Budget for Fiscal
Year 2014/2015
Jeff Muir, Chief Financial Officer, provided a summary of
the material of record noting that the presentation and
budget were available on the City website.
Discussion ensued between staff and Board Members
regarding previous budget presentations; what additional
information would be provided to Board Members; next
steps in the process; efficiency; consideration of
comments made by Board Members at previous meetings;
significant enhancements; agreement by the Executive
Director to communicate with Board Members after
consultation with staff; departmental presentations;
response to public comments; and opportunities for public
input.
Chair Sahli-Wells invited public comment.
The following members of the audience addressed the
Housing Authority Board:
Julie Lugo Cera urged the City to reinstate Cultural
Affairs Commission staff; discussed mandated programs;
the importance of historic preservation and Art in Public
Places; the Los Angeles Conservancy; economic
development; and the importance of a healthy, balanced
community.
Kevin Lachoff, Chamber of Commerce, discussed the
Chamber’s position on economic development as it relates
to the report on the Arts and the Creative Economy
submitted by the Cultural Affairs Commission; indicated
that the Chamber supported greater staffing in the May 12, 2014

economic development department; discussed the municipal
broadband infrastructure project; felt that the City
should look at a holistic approach to economic
development that included much more than cultural events;
discussed business challenges; attracting and retaining
business; looking at new tools and best practices of
other municipalities; and benefits for everyone.
Vice Chair Regina Klein of the Cultural Affairs
Commission read a portion of the City’s Municipal Code
pertaining to Cultural Affairs; discussed challenges over
the past year; dedication of staff, Commissioners and
community members; reported attending an event by LA
Arts; discussed a LACMA forum where the creative economy
was examined; advocacy of the arts; partnerships; the
upcoming Centennial; and necessary resources.
Jeremy Green, Management Analyst, read written comments
submitted by:
Michelle Bernardin
Discussion ensued between staff and Board Members
regarding funding for the proposed deficit, and
appreciation to staff for their hard work and to the
public for their input.
