RECOMMENDATION:
Staff recommends the City Council (1) accept the work performed by Curb and
Gutter Specialists, Inc., dba Quality First Concrete, (2) authorize the filing a Notice of
Completion for the Sidewalk Replacement Project, P-428, CDBG No. REC027-09,
and (3) authorize the release of retention funds in the amount of $3,447 after the
thirty-five day lien period has expired for the Sidewalk Replacement Project, P-428,
CDBG Project No. REC027-09.
BACKGROUND/DISCUSSION:
On December 14, 2009, the City Council awarded a construction contract to Curb
and Gutter Specialists, Inc., dba Quality First Concrete. The project consisted of
removing and replacing damaged sidewalk on the following streets:
• Inglewood Boulevard
• Washington Boulevard
• Colonial Avenue
• Wasatch Avenue
• Boise Avenue
• Redwood Avenue
• Glencoe Avenue
• Chase Avenue
• Herbert Street

Curb and Gutter Specialists, Inc., dba Quality First Concrete successfully completed
the work as required in the executed contract dated December 29, 2009. The
construction management and inspection were performed by staff.
FISCAL ANALYSIS:
The approved construction contract amount was $41,250. The final construction
expenditure amount was $34,474. No change orders were issued for this project.

Staff is requesting the Los Angeles County Community Development Commission to
approve the use of remaining funds on other capital projects.
MOTIONS:
That the City Council:
1) Accept the work performed by the contractor, Curb and Gutter Specialists, Inc.,
dba Quality First Concrete for the work performed on the Sidewalk Replacement
Project, P-428, CDBG No. REC027-09; and,
2) Authorize the Public Works Director/City Engineer to execute the Notice of
Completion and submit it to the Los Angeles County Recorder’s office for
recordation; and,
3) Authorize the release of $3,447 in retention funds to Curb and Gutter Specialists,
Inc., dba Quality First Concrete following the expiration of the thirty-five day lien
period.
