RECOMMENDATION
Staff recommends the City Council authorize a task order in an amount not to exceed $220,000 with RTI Consulting Inc. for construction management services for the Citywide Bioretention Basin Project, PW006 (Project), pursuant to the City’s on-call agreement with RTI Consulting, Inc.
BACKGROUND/DISCUSSION
Stormwater Quality Master Plan
On August 23, 2021, the City Council adopted the City’s Stormwater Quality Master Plan (SWQMP). The objective of the SWQMP is to provide a planning tool to identify potential regional, green street and Low Impact Development (LID) projects to collectively meet the City’s water quality compliance goals. The primary measure of MS4 compliance implementation is the volume of stormwater managed by the BMPs. The Ballona Creek EWMP determined that a combined BMP capacity of 99 acre-feet (ac-ft) for the prescribed set of BMPs would provide reasonable assurance that water quality goals are met in the City. The SWQMP identified 441 BMPs or projects Citywide, with the bulk of compliance to be achieved through green street projects.
Seven of the green street segments recommended by the SWQMP were selected and packaged as the Citywide Bioretention Basin Project. The proposed stormwater BMPs implemented are a combination of bioretention (passive irrigation rain gardens), pervious pavement, dry wells, and surface infiltration at the following seven locations:
• Pickford Way (near the Cota Street intersection)
• Segrell Way (near the Slauson Avenue intersection)
• Jasmine Avenue (near the Le Bourget Avenue intersection)
• Revere Place (near the Ballona Creek Bike Path)
• Wesley Street (near the Higuera Street intersection)
• Northgate Street (near the Overland Avenue intersection)
• Galvin Street (near the Overland Avenue intersection)
Council awarded a construction contract to Toro Enterprises on August 10, 2026, for construction to begin in late 2026.
On-Call Construction Management Services
On July 10, 2023, staff presented City Council the results of the request for qualifications process conducted for on-call traffic engineering, civil engineering, construction management, inspection services, facility maintenance, geotechnical, and hazardous material testing. In response, the City Council approved five-year (2023-2028) professional services agreements with 26 individual firms, including RTI.
On July 30, 2026, a request for proposals (RFP) for construction management services for the project was sent to all seven consultants on the 2023-2028 On-Call Construction Management and Inspection list approved by City Council on July 10, 2023. Three responses were received on August 20, 2026. Staff reviewed all three proposals and determined that RTI Consulting Inc. provided a comprehensive proposal at a reasonable fee and best met the project's needs.
In accordance with City Council Resolution 2026-R057 and the on-call process detailed in the July 10, 2023 staff report, all expenditures with a particular on-call consultant in excess of $100,000 in a fiscal year must be approved by the City Council. The proposed expenditures with RTI exceed this threshold and therefore must be approved by the City Council.
FISCAL ANALYSIS
The Adopted Budget for Fiscal Year 2026-2027 includes sufficient funding for the proposed task order in Budget Line 43480000.730100.PW006.
