City of Culver City, California City Council Agenda Item Report RECOMMENDATION: Staff recommends the City Council adopt a Resolution authorizing the submittal of the Elderly Nutrition Program Grant Application and approve a contract with the Los Angeles County Department of Community and Senior Services Area Agency on Aging for the Senior Nutrition Program Grant for the period July 1, 2008 through June 30, 2012. BACKGROUND/DISCUSSION: This will be the 33rd annual re-authorization of funding for programs and services for the elderly under the Older Americans Act. The Culver City Senior Nutrition Program receives these grant funds through the Los Angeles County Department of Community and Senior Services Area Agency on Aging (AAA). This grant provides limited funding to 22 non-profit organizations and municipalities in Los Angeles County to manage over 100 nutrition sites that provide well-balanced nutritional meals that meet USDA guidelines. Currently, participants are requested to make a donation of $2.25 per meal (AAA range is $1.50 to $2.50) and during Fiscal Year 2006-07 participants donated $75,206. Culver City’s per meal cost is $2.93 and they are served to seniors weekdays at the Culver City Senior Center and seven days a week to Home Delivered Meal Program clients. For Fiscal Year 2008-09, the grant will provide funding for 38,350 meals. This program is 100% cost recovery. FISCAL ANALYSIS: The entire Senior Nutrition Program is funded through a combination of this grant from Los Angeles County Department of Community & Senior Services Area Agency on Aging, Nutrition Services Incentive Program (NSIP) funds from the Secretary of Agriculture, and program participants’ donations. WHEREAS, the County of Los Angeles Community and Senior Services has been awarded the funds for providing services for the elderly under the Older Americans Act; and WHEREAS, the City of Culver City wishes to apply for Title III funds in order to administer said services; and WHEREAS, it is necessary that the City of Culver City designate and authorize a representative to sign the contract for Older American Act funds on behalf of the City Council. NOW, THEREFORE, the City Council of the City of Culver City, California, DOES HEREBY RESOLVE as follows: 1. Approve the submission of a proposal for Older American Act funds for fiscal year 2008-2009 through fiscal year 2011-2012; 2.
