RECOMMENDATION

 

Staff recommends the City Council consider a request for the City to (a) participate in the Leadership Culver City Working Group; (b) designate a member of the City to the Working Group; and (c) designate Leadership Culver City as a City-sponsored program; and (2) provide other direction to the City Manager as deemed appropriate. 

 

 

BACKGROUND

 

Leadership Culver City (Program), which began in 2018, has been a joint project of the City of Culver City, West Los Angeles College, Culver City Chamber of Commerce, the Exchange Club of Culver City, and the Center for Nonprofit Management. The goals of this annual, nine-month Program, include community leadership resources for individuals who live or work in Culver City and City employees who are interested in increasing their knowledge about and engagement with community assets and issues. The program introduces civic literacy through a series of monthly activities/exercises that expand the participants’ knowledge of Culver City: its governance, its businesses, its services, and its people.  These topics include Mobility and Transportation; Housing and Community Development; Business and Economic Development; Education and Workforce Development; Non-Profit Organizations and Social Services; City Government and Public Agencies; the Arts and The Creative Economy; and Environment and Sustainability.

 

Participants have the opportunity to engage in conversations with civic, community and business leaders, advocates, and change agents at each monthly session.  The total cost of the program is $900, which includes all learning materials, meals, and graduation reception.  A limited number of $300 scholarships are available.

 

 

DISCUSSION

 

At the August 28, 2023 City Council Meeting, Jim Clarke, representing Leadership Culver City, requested and received City Council consensus to agendize a discussion to have the City of Culver City renew its commitment as a supporting organization of Leadership Culver City, participate in the Working Group, and serve as a Program sponsor.  City sponsorship is necessary, in order for the Program to use the City logo and for City staff to distribute program and application information through the City’s email notification system (Gov Delivery) and via the City’s website and Social Media channels.

 

City Sponsorship

 

To become City-sponsored, activities need to be specifically designated by the City Council and meet the criteria set forth in Culver City Municipal Code (CCMC) Section17.330.040.B.7.b.ii. This includes confirming that the City is (a) participating in an official capacity in the planning, preparation or promotion of the event or activity; and (b) contributing 25% of the total estimated costs of the civic event or activity or at least $1,000, whichever is less. This contribution may take the form of funds, labor, staff time, materials, a waiver of fees, or any combination thereof.

 

The CCMC and Policy require both (a) and (b) conditions be satisfied. Additionally, City Council Policy requires that in order for an event to be considered City-sponsored, the City Council determine, by specific action, that the above criteria have been met.

 

For this Program, it is typical for various City Department Heads to make presentations to the group, and that the time commitment for them has been two hours or less per topic. Further, budget permitting, City Departments have the ability to pay for employees to participate in Leadership Culver City. Based on the forgoing,  Leadership Culver City meets the criteria for City sponsorship.  As a requirement for program  sponsorship, Leadership Culver City must identify the City of Culver City as a sponsor of the activities in all promotional materials.  If approved by the City Council, the City would be contributing at least $1,000 of in-kind staff support for this program.

 

Leadership Culver City Working Group

 

The Leadership Culver City Working Group is comprised of representatives from West Los Angeles College, the Culver City Chamber of Commerce, the Exchange Club of Culver City, and the City of Culver City and also serves as the Steering Committee. At the beginning of this Program, the City Manager participated in the Program’s Working Group. However, in recent years, the other member-organizations have served more active roles in the Group.  At this time, the City Manager suggests the Assistant to the City Manager serve as the City’s representative in the Working Group; Jim Clarke approves of this representation.

 

 

FISCAL ANALYSIS

 

If this request is approved, the City would be contributing a minimum of $1,000 of in-kind staff support for this program.
