RECOMMENDATION
Staff recommends the City Council approve the final plans and specifications and authorize the publication of a notice inviting bids for the Traffic Signal Fiber Optic Upgrades Project, PL-015.
BACKGROUND/DISCUSSION
Traffic Signal Fiber Upgrades Project intends to upgrade (from twisted pair copper to fiber optic) the communication lines serving 10 signalized intersections along the East Washington Boulevard and National Boulevard corridors. Fiber optic cable will significantly improve the City’s ability to monitor and manage traffic signals and traffic management devices remotely to ensure proper operation, enhance multi-modal functionality, and further the City’s ongoing advanced traffic management efforts.
The intersections to be upgraded to fiber optic are:
• Washington Boulevard & National Boulevard
• Washington Boulevard & Helms Avenue
• Washington Boulevard & Cattaraugus Avenue
• Washington Boulevard & McManus Avenue/La Cienega Avenue
• Washington Boulevard & La Cienega Boulevard
• Washington Boulevard & Adams Boulevard
• National Boulevard & Wesley Street
• National Boulevard & Hayden Avenue
• National Boulevard & Eastham Drive
• Higuera Street & Eastham Drive
Utilizing the Traffic Engineering on-call contract, a task order with Kimley-Horn and Associates was authorized by the City Council on August 28, 2023, to design the project.
FISCAL ANALYSIS
The engineer’s cost estimate provided by the design engineer is $380,000. The Adopted Budget for Fiscal Year 2024-2025 includes sufficient funds to complete the project in CIP Account Nos. 435.CP.80000.730100.PL015 and 418.CP.80000.730100.PL015. CIP PL015 (Traffic Signal Fiber Optic Upgrades) can be found in the Capital Improvements Summary by Project Type section of the budget book on page 475. These accounts are funded through the Special Gas Tax (Fund 418) and through the Los Angeles County Measure M funds (Fund 425).
