RECOMMENDATION:
Staff recommends the City Council:
1. Approve an amendment to the existing professional services agreement with
Aspen Environmental Group (Aspen) for an additional amount not to exceed
$28,796 (for a revised total not-to-exceed contract of $177,566); and,
2. Approve a budget amendment in the amount of $28,796 from General Fund
unappropriated reserves to fund this amendment.
A budget amendment requires a 4/5th vote.
BACKGROUND/DISCUSSION:
On June 23, 2008, the City Council approved a budget amendment and a
Professional Services Agreement with Aspen Environmental Group (Aspen) to assist
the City with its review and response to the Draft Environmental Impact Report
(DEIR) prepared by the County of Los Angeles (County) for the establishment of the
Baldwin Hills Community Standards District (CSD) for the Inglewood Oil Field and
assist City staff with review and revisions to the City’s current oil well regulations and
oil drilling permit application submittal requirements. On August 19
,
2008 staff
submitted to the County the official comments adopted by the City Council on the
DEIR.

Since then the County has released three additional versions of the proposed CSD
(versions dated August 14
th
, September 4
th
, and September 25
th
) and held seven
workshops or Regional Planning Commission public hearings. Additional CSD
versions and meetings may occur after the Regional Planning Commission makes
their final recommendation to the Board of Supervisors and they conduct hearings to
adopt the final CSD. Additionally, the Council Subcommittee (Vice Mayor Silbiger
and Councilmember Weissman) has requested a comparison of the City’s prepared
comments on the CSD and the greater Baldwin Hills Alliance (GBHA) comments.
As a result, the amount of time and work by staff and related City consultant’s needs
to be increased. Therefore, staff is requesting that Council approve an amendment
to the existing agreement with Aspen in an additional amount not to exceed $28,796
to cover the review of the DEIR response to comments, additional CSD versions,
and for the comparison of the City’s comments with the GBHA comments.
FISCAL IMPACT:
A budget amendment for $148,770 was approved from General Fund
unappropriated reserves to fund the original contract. The total amount needed to
cover both the existing contract and the requested amendment is $177,566 (includes
15% contingency). This fee includes review of the DEIR and CSD standards and
preparation of comments (including the comparison of the City’s comments with
those made by the GBHA), review and revisions to the City current oil well
regulations and oil drilling permit application submittal requirements, and additional
services for technical experts.
A budget amendment for $28,796 from General Fund unappropriated reserves is
needed to fund this amendment. There are sufficient available funds within the
General Fund unappropriated reserve to cover this request. A 4/5ths vote is
required for a budget amendment.

Contractual Services account (10152100.619800) by $28,796 from General
Fund unappropriated reserves; and
A Budget Amendment requires a 4/5ths vote.
2. Approve an amendment to the existing professional services agreement with
Aspen (Contract No. 2008-084) for an additional amount not to exceed $28,796
(for a total contract amount not-to-exceed $177,566); and
3. Authorize the City Attorney to review/prepare the necessary documents and
authorize the City Manager to execute such documents on behalf of the City.
