RECOMMENDATION:
Staff recommends the City Council consider a request from the Dr. Martin Luther
King, Jr. Committee (MLK Committee) for Funding in the Amount of $1,500 for the
Production and Placement of a Banner Advertising the Dr. Martin Luther King, Jr.
Event.
BACKGROUND:
The MLK Committee has been working for the past three years to present an event
to celebrate the life and teachings of Dr. Martin Luther King, Jr. Each year, the
event has grown in popularity.
In fiscal year 2007/2008, the City Council allocated $2,000 for the production of an
enhanced event. In Fiscal Year 2008/2009, the City Council included $5,000 in the
adopted budget for this Event.
DISCUSSION:
The Committee had discussed the idea of preparing and displaying a banner
advertising the 2009 event to be held over the third weekend of January, 2009. At
this time, the Committee is requesting the City Council’s support in the amount of
$1,500 in funding to prepare and display such a banner. As this Event is a City
event, it qualifies for the placement of banner under the requirements of the Culver
City Municipal Code.

FISCAL ANALYSIS:
As the City Council is aware, the City’s budget is experiencing negative impacts from
the current economic conditions. Therefore, the City Manager is recommending the
City Council consider utilizing the City Council’s appropriated reserve for this
request.

MOTION:
That the City Council:
1. (Staff recommendation) Allocate $1,500 from the City Council’s appropriated
reserve to the MLK Committee event for the purposes of producing and
displaying a banner;
OR
2. Approve a budget amendment appropriating $1,500 from the City’s
Unreserved General Fund to the MLK Committee event for the purposes of
producing and displaying a banner.
(This motion would require a four-fifths vote)
