It is recommended that the Culver City Council enter into a contract with Saint
Joseph Center (SJC) for the provision of homeless outreach, supportive service and
data collection in the amount of $40,000 for a period of one (1) year.
BACKGROUND:
Homelessness impacts the entire Los Angeles region. Historically, homelessness
has been an issue primarily experienced by the beach cities and Skid Row in
downtown Los Angeles. With greater enforcement in the beach cities and Skid Row,
including the redevelopment of many of the depressed and blighted areas in
downtown Los Angeles, the homeless population is now seeking areas that
infrequently experience enforcement activities. Culver City has not been immune.
In an effort to address this issue, in October, 2002 the Culver City Council (Council)
formed the Homeless Subcommittee (Gross and Silbiger) to examine strategies to
address homelessness.
Subsequently, in July, 2004, the Council adopted strategies to address
homelessness in Culver City, including, but not limited to, joining the Westside
Shelter and Hunger Coalition; forming a Citizens Homelessness Ad Hoc Committee,
consisting of City staff, residents and members of the business community to advise
the City Council on additional strategies to address homelessness in Culver City;
soliciting and securing an organization to provide homeless outreach, supportive

population; and conducting a homeless study in collaboration with the Los Angeles
Homeless Services Authority (LAHSA).
DISCUSSION:
Request for Proposals
To implement the Homeless Strategy of soliciting and securing an organization to
conduct homeless outreach, supportive services linkages and data collection, on
February 9, 2005, a request for proposals (RFP) was released to the public. Over
fifty (50) agencies were transmitted the RFP. The RFP had a forty-five (45) day
response period and the deadline to submit a proposal was March 29, 2005.
Housing staff provided technical assistance on an individual basis to all interested
parties. A total of four (4) agencies responded to the RFP. These agencies
included:

Saint Joseph Center
The Veteran’s Initiative
Proposal Evaluation
The Homeless Subcommittee (Gross, Silbiger, Police, and City staff from Police,
Fire, City Attorney, Housing, and Parks and Recreation) convened on April 26, 2005
to evaluate all transmitted proposals. Each proposal was evaluated on the following
criteria:
Qualifications/Organizational Capacity (20%)
Project Plan (20%)
Supportive Services Linkages (20%)
Data Collection/Needs Assessment (20%)
Budget/Financial Statements (20%)
In addition, each agency was required to conduct an oral presentation of their
proposal. From both the above mentioned criteria and the oral presentations, it is
recommended that Saint Joseph Center (SJC) be selected to conduct homeless
outreach, supportive service, and data collection. City of Culver City, California

Saint Joseph Center has been providing a wide array of social services to low
income and homeless men, women and children on the Westside of Los Angeles
County since 1976. Their programs include a family center, food assistance, child
care, job training, money management services and housing placement. Saint
Joseph Center provides an extensive matrix of supportive services which support a
homeless person in all stages of their progress toward self-sufficiency. In addition,
Saint Joseph Center has managed a Homeless Service Center since 1981 and has
fielded a Dual Diagnosis Outreach Team since 1996 and a Homeless Senior
Outreach Team since 1997.
Saint Joseph Center outlined a plan in their proposal to provide outreach,
assessment, supportive service, case management and data collection for twenty-
five to forty (25-40) Culver City based homeless individuals. They will also conduct
homeless outreach on a daily basis. The selection of Saint Joseph Center is
recommended based on their strong understanding of Culver City and our homeless
population. Saint Joseph Center’s Outreach Teams have been operating in Culver
City for eight (8) years. They are familiar with the general location and characteristic
of the homeless population as well as the concerns of the business owners, City
staff, residents and other social service providers. During their oral presentation,
Saint Joseph Center was able to name and describe homeless persons in Culver
City and they also provided photographs of various homeless encampments
throughout Culver City. Through their years of providing homeless outreach to
Culver City, Saint Joseph Center has established relationships with business
owners, the Police Department and the homeless population.
FISCAL IMPACT:
On January 24, 2005, the Council approved funding from unappropriated reserves in
the amount $40,000 for a Homeless Outreach Coordinator through an agency
(account # 55497100.619800/Other Contractual Services). This amount is for a one
year period.
