RECOMMENDATION:
Staff recommends the City Council adopt a resolution initiating proceedings for the
levy and collection of annual assessments for the Albright Avenue Streetlight
Assessment District and ordering the preparation of the Engineer’s Report thereon
for Fiscal Year 2011/2012.
BACKGROUND/DISCUSSION:
The property owners requested that the City finance the construction of five (5) new
streetlights on Albright Avenue, south of Washington Place. The City’s policy is to
require property owners to pay for the installation of new street lights, when
requested by the property owners, on streets that do not currently have street lights.
In order to do this the City collects the cost, including a fair interest payment
through an assessment on the Los Angeles County property tax bills for the
benefiting properties. In this case, the assessment is being collected over a period
of ten (10) years which commenced with the tax bill for Fiscal Year 2005/2006. The
interest rate that was approved was 4%. This is the seventh year that the City
Council will consider the annual assessment levy for the Albright Avenue Street
Lighting Assessment District.
Pursuant to Section 15.01.070(C) of the Culver City Municipal Code (CCMC), the
proposed resolution presented to the City Council this evening describes any
proposed new, or changes in existing, improvements or services, or both and orders
the Director of Public Works/City Engineer to prepare and file the Engineer’s Report.
As mentioned above, the amount of the assessment is expected to remain the same

as prior years as there is no proposed new or change to existing improvements or
services.
Pursuant to Sections 15.01.070(D) and (E) of the CCMC, should the City Council
adopt the proposed resolution, the Director of Public Works/City Engineer shall
prepare (or cause to be prepared) the Engineer’s Report. Upon its completion, the
Engineer’s Report shall be filed with the City Clerk, and the City Council shall be
presented with a Resolution of Intention declaring the City Council’s intent to levy the
assessments for Fiscal Year 2011/2012 and set the date, hour, and place for the
public hearing after which the City Council will consider levying the assessments for
said Fiscal Year.
FISCAL ANALYSIS:
It is expected that preparation of the Engineer’s Report will take a short amount of
time as the improvements related to the assessment district were installed some
years ago. Further, since no new or change to existing improvements is under
consideration, it is expected the Engineer’s Report will conclude no change in
assessment is needed for Fiscal Year 2011/2012. The costs associated with the
preparation of the Engineer’s Report are considered to be minimal and will be
absorbed in existing appropriations.

FOR THE LEVY AND COLLECTION OF ANNUAL

THE PREPARATION OF AN ASSESSMENT ENGINEER'S
REPORT
WHEREAS, the City Council previously completed its proceedings pursuant
to the provisions of Chapter 16.01 of the Culver City Municipal Code ("CCMC") for the
formation of a benefit assessment district known and designated as the "Albright Avenue
Streetlight Assessment District" (the "District"); and
WHEREAS, these proceedings for the annual levy and collection of
assessments shall relate to the fiscal year commencing July 1, 2011 and ending June 30,
2012; and
WHEREAS, the preparation of an Assessment Engineer's Report (the
"Engineer's Report") is required in accordance with provisions of CCMC §§15.01.055 and
15.01.070.
NOW, THEREFORE, the City Council of the City of Culver City, DOES
HEREBY RESOLVE as follows:
1. The City Council hereby orders the preparation of the Engineer's
Report in accordance with the requirements of CCMC §15,01.055 and 15.01.070, to be
filed with the City Clerk for submission to the City Council. The Engineer's Report shall be
prepared and approved by the City Engineer prior to filing with the City Clerk.
