RECOMMENDATION
Staff recommends the City Council approve corrections of typographical errors on approved Transportation Planning On-Call list, effective retroactive April 1, 2023 to June 30, 2028.
BACKGROUND
On March 27, 2023, Council approved the Transportation Department (Department) to enter into on-call professional services agreements with twelve (12) individual firms. Each firm had responded to a request for Statement of Qualifications (SOQ) in six categories:
I) Transit Planning
II) Transportation and Mobility Planning
III) Transportation Facility Design and Fleet Electrification Planning
IV) Transportation Infrastructure Design and Planning
V) Public Solicitation and Grant Writing
VI) Project Public Engagement
Each firm could elect to provide a SOQ for any categories in which they could demonstrate expertise. Department staff reviewed the submittals and recommended the award of contracts to the firms under each specific task category. Since obtaining Council approval, the Department has maintained an approved list of firms in each category, and has requested proposals from at least three (3) firms on the on-call list for projects when additional professional services are required, in alignment with the Staff Report.
DISCUSSION
General Technologies and Solutions (GTS) had submitted an SOQ to perform tasks in categories II, III, and IV. Department staff reviewed their SOQ and identified them to be qualified for all three of these categories. Gibson Transportation Consulting, Inc. (GTC) had submitted an SOQ solely for tasks in category II. Department staff had reviewed the SOQs and recommended that both firms be considered qualified for the categories in which they had applied. Staff recently became aware that the firms were erroneously transposed in the staff report; GTS was omitted from categories III and IV, while GTC was included on these lists.
The internal on-call list that the Department maintains did not contain these typographical errors. In 2024, Staff requested a proposal from GTS, along with other firms under the “Transportation Facility Design and Fleet Electrification Planning” category (III) for the Transit Zero Emission Master Plan. Department staff recommended to Council to approve a task order with GTS to complete this work, which was approved on consent on November 11, 2024. The task order has not yet been issued, as the on-call list must first be corrected to accurately reflect the qualified firms in this category.
Staff is therefore recommending making the following typographical corrections on the approved Transportation Planning On-Call List:
1. Add General Technologies and Solutions (GTS) as a qualified firm to perform Transportation Facility Design and Fleet Electrification Planning (III) and Transportation Infrastructure Design and Planning work (IV); and,
2. Remove Gibson Transportation Consulting, Inc. (GTC) from the aforementioned categories.
FISCAL ANALYSIS
There is no fiscal impact to making this correction.
