RECOMMENDATION
Staff recommends that the Mobility Subcommittee receive a presentation from staff, discuss, and approve the intersection of Herbert St and Coolidge Ave for All-Way Stop control.
BACKGROUND/DISCUSSION
Subcommittee will receive a presentation from staff, discuss, and potentially approve the intersection of Herbert St and Coolidge Ave is for All-Way Stop control.
On July 31, 2024, Culver City received a request for traffic control (all-way stop) measures to be implemented at the intersection of Herbert St and Coolidge Ave. Pursuant to the California MUTCD Chapter 2B.07 Multi-Way Stop Applications and the City’s Neighborhood Traffic Management Program (NTMP), traffic data was collected on the approaches of Herbert St and Coolidge Ave in November 2024 on a Thursday, Friday, and Saturday.
City staff reviewed the data as a part of an engineering study and considered the following:
• Vehicle volumes entering the intersection from the major streets (Herbert St).
• Vehicle, pedestrian, and bicycle volumes entering the intersection from the minor streets (Coolidge Ave).
• Existing delay to vehicular traffic entering the intersection from the minor streets.
• Crash history at the intersection and existing conflicts between road users.
• Road geometry and general traffic operations.
The findings are summarized in the table below.

After considering the above criteria, the intersection of Herbert St and Coolidge Ave is recommended for All-Way Stop control.
A Traffic Control Report letter was mailed to the requestor on February 26, 2025. If approved, Staff will issue a work order for the installation. Installation will take place in 3-4 weeks.
FISCAL ANALYSIS
Funds to implement the all-way stop control measures, including signs and markings, are available in the operating budget of the Public Works Department Maintenance Operations Division.
