RECOMMENDATION
Staff recommends that the Bicycle and Pedestrian Advisory Committee (BPAC):
1. Dissolve the Tri-School Area Safe Routes to School Ad-Hoc Subcommittee;
2. Dissolve the Ballona Creek Bike Path Projects Ad-Hoc Subcommittee;
3. Create a new Ballona Creek Bike Path Ad Hoc Subcommittee;
4. Discuss and agendize other new ad-hoc subcommittees;
5. Appoint up to two members to new Ballona Creek Bike Path Ad Hoc Subcommittee;
6. Appoint up to two members to continuing National Boulevard Ad-Hoc Subcommittee; and
7. Appoint up to two members to continuing Olympics Planning Ad-Hoc Subcommittee.
BACKGROUND
The Ralph M. Brown Act (Brown Act) defines the differences between a “Standing Subcommittee” and an “Ad Hoc Subcommittee.” In summary, Standing Committees are required to comply with the provisions of the Brown Act (including public notification and public participation), while Ad Hoc Subcommittees are not subject to those requirements. A standing committee has a continuing subject matter jurisdiction or a meeting schedule fixed by charter, ordinance, resolution, or formal action of a legislative body. Whereas, in general, an Ad Hoc Subcommittee serves only a limited or specific purpose, is not perpetual, and is dissolved when its specific task is completed or time period expires.
AD-HOC SUBCOMMITTEES: CREATION, DISSOLUTION, AND APPOINTMENTS
Staff provides a description for each Subcommittee and recommended motions.
1. Tri-School Area Safe Routes to School Ad-Hoc Subcommittee
The Tri-School Area Safe Routes to School Traffic Study Ad-Hoc Subcommittee was created at the July 18, 2024 BPAC meeting.
The objective of the Tri-School Area Safe Routes to School Traffic Study Ad-Hoc Subcommittee has been to support the Tri-School Area Safe Routes to School Traffic Study conducted by the Mobility & Traffic Engineering Division of Public Works, beginning in 2024-2026. The study is largely complete, and staff and consultants will be presenting improvement options at an upcoming City Council meeting. The Subcommittee’s work is therefore complete and the Subcommittee should be dissolved.
Recommended Motion:
Dissolve the Tri-School Area Safe Routes to School Ad-Hoc Subcommittee.
2. Olympics Planning Ad-Hoc Subcommittee
The Olympics Planning Ad-Hoc Subcommittee was created at the July 18, 2024 BPAC meeting. The Olympics Planning Ad-Hoc Subcommittee will be dissolved after the Olympics in summer 2028, if not before.
The objective of the Olympics Planning Ad-Hoc Subcommittee is to represent BPAC at City Olympic planning meetings and engage generally with members of the Culver City community about mobility topics relating to planning for the Olympics. The Subcommittee members could join or attend, as appropriate, meetings of City Council, City Council Subcommittees, Commissions, or Committees and meetings with City staff.
The current representatives to the Olympics Planning Ad-Hoc Subcommittee are Jack Gallanty and Joel Falter.
BPAC should determine whether to continue the Ad-Hoc Olympics Planning Subcommittee, and if so, appoint two members to the Subcommittee.
Recommended Motion:
(1) Continue or dissolve the current Olympics Planning Ad-Hoc Subcommittee; and
(2) If continuing, determine if work will be similar in nature or define different objectives or activities; and
(3) If continuing, appoint two members to the Olympics Planning Ad-Hoc Subcommittee to begin work as of July 16, 2026.
3. Ballona Creek Bike Path Ad-Hoc Subcommittee
The Ballona Creek Bike Path Ad-Hoc Subcommittee was created at the August 25, 2025 BPAC meeting.
The objective of the Ballona Creek Bike Path Ad Hoc Subcommittee is to engage with staff and the community regarding Bike Path improvements projects, ongoing maintenance, safety concerns, and mobility challenges along and around the Bike Path, recommend improvements, and engage generally with members of the Culver City community regarding bike and pedestrian topics relating to the Bike Path.
The current representatives to the Ballona Creek Bike Path Ad-Hoc Subcommittee are Joel Falter, Greg Maron, Ben Parnas.
BPAC should determine whether to continue the Ballona Creek Bike Path Ad-Hoc Subcommittee, and if so, appoint two members to the Subcommittee.
Recommended Motion:
(1) Continue or dissolve the current Ballona Creek Bike Path Ad-Hoc Subcommittee; and
(2) If continuing, determine if work will be similar in nature or define different objectives or activities; and
(3) If continuing, appoint two members to the Ballona Creek Bike Path Ad-Hoc Subcommittee to begin work as of July 16, 2026.
4 National Boulevard Ad-Hoc Subcommittee
The National Boulevard Ad-Hoc Subcommittee was created at the September 25, 2025 BPAC meeting.
The objective of the National Boulevard Ad-Hoc Subcommittee is to engage with staff and the community regarding design and implementation of improvements to the street, intersections, and sidewalks along National Blvd between Jefferson Blvd and Washington Blvd. The Subcommittee may continue until such time as a feasibility study is completed and, if planned, improvements are constructed.
The current representatives to the National Boulevard Ad-Hoc Subcommittee are Joel Falter and Ben Parnas.
BPAC should determine whether to continue the National Boulevard Ad-Hoc Subcommittee, and if so, appoint two members to the Subcommittee.
Recommended Motion:
(1) Continue or dissolve the current National Boulevard Ad-Hoc Subcommittee; and
(2) If continuing, determine if work will be similar in nature or define different objectives or activities; and
(3) If continuing, appoint two members to the National Boulevard Ad-Hoc Subcommittee to begin work as of July 16, 2026.
5. Other Subcommittees
If BPAC members wish to create other new Subcommittees, they may at this time, or at any future meeting, discuss and propose to agendize formation of one or more new subcommittees and appoint Members thereto.
Recommended Motion:
No motion is required, only majority agreement to agendize at a future meeting.
