RECOMMENDATION
Staff recommends that the Martin Luther King Jr. Celebration & Juneteenth Celebration Advisory Committee (Advisory Committee) (1) draft a Biannual Report to the City Council, including accomplishments during the period July through December 2025, and an update on the upcoming 2026 Plans; and (2) authorize transmittal of the report to the City Council.
BACKGROUND
City Council Policy 3002, City Commissions, Boards and Committees; Appointed Representatives to Outside Agencies and Boards (CBC Policy), Section VI (page 7), states (in part): “Periodically, but no less than biannually, each CBC shall submit to the City Council a written report on their respective activities.” In order to prepare for this requirement, the City Clerk’s Office has directed staff to place this item on the agendas of all CBCs for their upcoming June meeting.
The written report to the City Council must list the Committee’s accomplishments during the previous six-months and include an update on the upcoming 2026 Scheduled Activities Plan. Upon transmittal of the report, City Clerk’s Office will then compile all the work plans, draft a City Council staff report, and place it on the agenda as a “Receive and File” report. The previous report (Attachment 1) was presented to the City Council on February 23, 2026.
DISCUSSION
Accomplishments During the Period July through December 2025
From staff’s perspective, some of the Committee’s highlights during this period include:
• Accepted the Proclamation for Dr. Martin Luther King Jr. Day from the City Council on January 12, 2026.
• Alongside the Parks, Recreation and Community Services Department, held the Committee’s third Martin Luther King Jr. Celebration with over 250 people in attendance at Veterans Memorial Auditorium on January 17, 2026.
• Advised Economic Development staff on various planning elements for the Juneteenth Celebration.
• Accepted the Proclamation for Juneteenth Celebration from the City Council on June 8, 2026.
• Alongside the Economic Development Department, held the Committee’s Second Juneteenth Celebration at Veterans Memorial Park on June 20, 2026.
PRCS Commission 2026 Goals and Plans
From staff’s perspective, some recommended goals and plans the Committee can adopt for July 2026 - December 2026 include:
• Alongside the Parks, Recreation and Community Services Department, plan the Committee’s fourth Martin Luther King Jr. Celebration.
• Alongside the City Manager’s Office’s Economic Development Division, plan the Committee’s third Juneteenth Celebration.
• Continue to meet monthly to advise the corresponding department on the planning and production of each event.
