RECOMMENDATION:
Staff recommends that the Parks, Recreation and Community Services (PRCS)
Commission appoint Commissioners to various outside agency boards, City
committees, Commission subcommittees and other related bodies.
BACKGROUND:
Each year on or around the beginning of the new City Fiscal Year in July, the Parks,
Recreation and Community Services Commission elects the Chair and Vice Chair of
the Commission and appoints one or two Commissioners to various outside agency
boards, City committees, Commission subcommittees and other related bodies. At
the May 4, 2010 meeting, the Commission reached consensus to postpone all
appointments until the August Commission meeting due to the planned (excused)
absence of Commissioner Mary Ann Greene at the July 8, 2010 meeting.
In a related matter, at the May 4, 2010 meeting, the Commission unanimously took
action to recommend that the Commission’s Subcommittees meet on a more regular
basis, and that the Skateboard Park Subcommittee and Dog Park Subcommittee be
consolidated into a Recreational Activities Subcommittee which also includes the
Plunge and any other recreational activities. The excerpt of the May 4, 2010 PRCS
Commission approved meeting minutes pertaining to this item are provided as
Attachment A.
REORGANIZATION 2010:
At the July 8, 2010 meeting, Rick Hudson was elected Chair and Marianne Kim was
elected Vice Chair for Fiscal Year 2010-11. To ensure Commission representation
on all issues relating to parks, recreation and community services, the Commission City of Culver City, California

annually reviews the list of subcommittees and Commissioner assignments as
liaison representatives to various committees and organizations and appoints one or
two Commissioners to work with staff members. Last year, appointments were
made at the July 7, 2009 PRCS Commission meeting.
A current list of associations, committees, and subcommittees to which
Commissioners are assigned as liaison representatives is provided as Attachment B.
It should be noted that at the May 3, 2010 meeting, the City Council took action to
dissolve the Homelessness Subcommittee, therefore it has been removed from the
list of City Committees. The attached list contains a general statement of the area of
focus of each body along with related contact information. Incumbents are noted
above each of the recommended motions below.
ASSOCIATIONS
(1) California Association of Park and Recreation Commissioners and Board
Members (CAPRCBM)
The current representatives to the California Association of Park and Recreation
Commissioners and Board Members (CAPRCBM) are Vice Chair Kim, Delegate,
and Commissioner Stuart, Alternate Delegate.
Recommended Motion: That the Parks, Recreation and Community Services
Commission appoint ________________ as Delegate and __________________ as
Alternate Delegate of the California Association of Park and Recreation
Commissioners and Board Members (CAPRCBM).
(2) La Ballona Creek Renaissance
The current Delegate to the La Ballona Creek Renaissance is Commissioner Stuart
and the Alternate Delegate position is open.
Recommended Motion: That the Parks, Recreation and Community Services
Commission appoint _________________ as Delegate and __________________
as Alternate Delegate of the La Ballona Creek
Renaissance.
(3) Senior Citizens’ Association Board of Directors
The current Delegate to the Senior Citizens’ Association Board of Directors is
Commissioner Greene and the Alternate Delegate position is open.
Recommended Motion: That the Parks, Recreation and Community Services

(4) City Committee - Community Development Block Grant (CDBG)
The current Delegate to the Community Development Block Grant (CDBG)
Committee is Commissioner Greene and Commissioner Stuart is Alternate
Delegate.
Recommended Motion: That the Parks, Recreation and Community Services

(5) City Committee - Disability Advisory Committee
The current Delegate to the Disability Advisory Committee is Chair Hudson and
Commissioner Stuart is Alternate Delegate.

(6) Commission Subcommittee – Council/Commission

Subcommittee.

(10) Commission Advisory Subcommittee – Parks and Recreation
Comprehensive Plan
Vice Chair Kim and Commissioner Greene are currently serving on this
Subcommittee.

Parks and Recreation Comprehensive Plan Subcommittee.
(11) Commission Advisory Subcommittee – Recreational Activities
As noted earlier, this is a newly formed Subcommittee. Chair Hudson and Vice
Chair Kim served on the Skateboard Park and Dog Park Subcommittees at the time
that the Commission acted to merge those Subcommittees into one with a much
broader scope – the Recreational Activities Subcommittee.
Recommended Motion: That the Parks, Recreation and Community Services

Recreational Activities Subcommittee.
FISCAL IMPACT:
Parks, Recreation and Community Services Commission Subcommittees involve
staff resources, the amount of which is difficult to quantify. The majority of any
related fiscal impact will be absorbed within the PRCS Departmental budget.

Review the Structure and Function of the Parks, Recreation and
Community Services Commission’s Subcommittees and Make
Recommendations Regarding Future Adjustments, if any
Pam Robinson, Acting Director of Parks, Recreation and Community
Services, provided a summary of the material of record.
Discussion between staff and the Commission included: the dog park
and skate park subcommittees; the master plan subcommittee; ad hoc
committees vs. subcommittees; consolidating subcommittees; the
importance of regular subcommittee meetings; the comprehensive plan
committee; keeping subcommittees in place for when they are needed;
a more active committee structure; spreading out the work among the
Commissioners; establishing a meeting schedule; and concern with
staff time to prepare for numerous subcommittee meetings.
MOVED BY CHAIR DALY REDHOLTZ, SECONDED BY COMMISSIONER GREENE, AND
UNANIMOUSLY CARRIED THAT THE PARKS, RECREATION AND COMMUNITY
SERVICES COMMISSION RECOMMEND THAT THE SUBCOMMITTEES MEET ON A MORE
REGULAR BASIS, AND THAT THE SKATEBOARD PARK AND DOG PARK
SUBCOMMITTEES BE CONSOLIDATED INTO A RECREATIONAL ACTIVITY
