RECOMMENDATION

 

Staff recommends the Disability Advisory Committee (DAC) draft a Biannual Report to the City Council, including accomplishments during the period of July through December 2025, and an update on upcoming plans for January through June 2026; (2) authorize transmittal of the report to the City Council; and (3) if desired, select a Member to deliver an update directly from the DAC at an upcoming City Council meeting.

 

 

BACKGROUND

 

City Council Policy 3002, City Commissions, Boards and Committees; Appointed Representatives to Outside Agencies and Boards (CBC Policy), Section VI (page 7), states (in part): “Periodically, but no less than biannually, each CBC shall submit to the City Council a written report on their respective activities.”  To prepare for this requirement, the City Clerk’s Office will typically direct staff to place this item on the agendas of all CBCs at their December 2025 or January 2026 meetings. 

 

The written report to City Council must list the DAC’s accomplishments during the previous six months, along with work plans for the first six months of 2026.  The report format is based on the template provided by the City Clerk.  All CBC reports are due to the City Clerk’s Office by the end of January 2026.  Once all reports are gathered, the City Clerk’s Office will compile all CBC reports into a single attachment, draft a brief staff report, and provide it to City Council as a “receive & file”.  The previous report (Attachment 1) was approved for transmittal to the City Council on June 11, 2025.

 

 

DISCUSSION

 

List of Accomplishments During the Period July 2025 through December 2025

 

From staff’s perspective, some of the DAC highlights during this period include:

 

                     Composed and transmitted correspondence to City Council inviting Councilmembers to the Abilities Carnival and Resource Fair [Carnival] and highlighting the DAC’s January-June 2025 Biannual Report.  The correspondence was part of the September 8, 2025, Council agenda packets.  Additionally, the Chair delivered a message on behalf of the full DAC at the September 8 meeting, during Community Announcements by Members/Updates from CBCs, highlighting the correspondence and expressing hope for building collaborative relationships with Council.

                     Advised and assisted with Disability Awareness Month in the following ways:

o                     Assisted with the Carnival on October 5 and volunteered at other Disability Awareness Month events.

o                     Conducted training for Culver City Neighborhood Girl Scouts on interacting with persons with disabilities and running Carnival activities.

o                     Put together display case at Culver City Julian Dixon Library featuring relevant literature, resources, facts, and information in honor of Disability Awareness Month.

o                     Reviewed nominations and selected two organizations to receive commendations from City Council: The Disability Community Resource Center (DCRC) and Echo Center/Echo Horizon School.

 

                     The Architectural Barriers Program Ad Hoc Subcommittee hosted a successful “Ask Me About the ADA” booth at the Carnival that was positively received by citizens and business owners alike.  Alongside staff, the subcommittee also continued preparation and promotion efforts for the upcoming ADA Workshop lecture program, scheduled for February 11, 2026.  This program will focus on architectural barriers for persons with disabilities and current laws impacting business owners.

 

                     The People-First Language and Disability Etiquette for Staff Training Ad Hoc Subcommittee, continued working with staff on a draft memo to Council recommending development of a training covering the areas of people-first language and disability etiquette.

                     Sent a delegate to the Community Public Advisory Committee (CPAC) to represent the DAC for an upcoming mobility project on the Sepulveda corridor.  The project aims to reimagine Sepulveda Boulevard as more safe, convenient, and reliable using any mode of transportation.

 

 

DAC Scheduled Activities Plan

 

Below are recommendations from PRCS staff for DAC’s Scheduled Activities Plan for January through June 2026.  As before, staff will make note of status updates as provided by Committee Members.  Committee Members may add additional items to the Scheduled Activities Plan at this evening’s meeting.  For the Committee’s reference, their previous Scheduled Activities Plan that was transmitted to City Council can be found in Attachment 1.

 

                     Continue work with city staff on a draft memo to City Council recommending development of a training covering the areas of people-first language and disability etiquette, with plans to send a representative of the committee to speak during the Updates from Commission, Boards, and/or Committees portion of a future City Council meeting once the referenced correspondence has been approved for transmittal to Council.

                     Work with city staff to advise on preparations for 2026 Disability Awareness Month, including, but not limited to: the Abilities Carnival and Resource Fair; the Commendations voting and nominations process and timeline; the Culver City Julian Dixon library display case; and other associated events.

                     Continue to work with staff to promote and present the ADA Workshop program on Wednesday, February 11, 2026, including post-program evaluation to determine feasibility of future lecture-style programs.

                     Receive presentations from outside organizations at future DAC meetings to understand resources available for persons with disabilities in Culver City.

 

Delivering Updates in Person at City Council Meetings

 

The DAC can select a member of the DAC to attend a City Council meeting as their collective representative and deliver a previously approved announcement or update.  The message must be agreed upon by the majority of the DAC through voting during a prior meeting of the DAC.  Once the message has been approved, staff will notify the City Clerk that the DAC has an update during the agenda item “Community Announcements by Members/Updates from Commission, Boards, and/or Committees/Information Items from Staff.”

 

Recommended motion: That the DAC approves the language and/or update to be delivered to City Council and selects _____________________ to attend a City Council meeting and deliver the approved update as the representative of the DAC.
