RECOMMENDATION:
Staff recommends the City Council receive and file this report on actions taken to
implement the City Council’s direction regarding the Culver City Skate Park
regulations and supervision and direct staff as deemed appropriate.
BACKGROUND/DISCUSSION:
At the November 19, 2007 City Council meeting, the Council directed staff to take a
number of measures with regard to the Skate Park Regulations and supervision.
The staff report from that meeting, Agenda Item A-2, is provided as Attachment 1.
As excerpt of the minutes of the November 19, 2007 meeting detailing Council’s
direction to staff is provided as Attachment 2.
To date, the following actions have been taken to comply with Council’s direction as
cited above:
1. The Culver City Skate Park remains unsupervised
2. The Skate Park has remained locked when the Park is closed (from dusk until
dawn)
3. The CCPD reports that officers patrol the area on a daily basis. (Attachment
3) but have not instituted periodic sweeps of the parks to warn or cite out-of-
compliance guests. Park Division staff has increased their frequency of
review of the area and Recreation Division staff have realigned their park
supervision schedule to accommodate the oversight of Culver City Park,
including the skateboard park, between the hours of 3-6 PM;
4. Incentives are currently under consideration and this issue will be addressed
in a future report to Council. However, the Director of PRCS has written City of Culver City, California

approximately 28 sporting goods providers in the area requesting that they
post the helmet and pads rule of the skateboard park and encourage their
customers to wear the appropriate gear
5. Additional signage (Attachment 4) has been installed promoting the
requirement of wearing helmets, knee and elbow pads while skating.
In addition to the steps taken above, staff: a) sent out a survey to those cities on the
League of California list-serve regarding concerns and safety of those cities that
have unsupervised skate parks (Attachment 5); and b) researched graffiti and
vandalism deterrent system (Q-Star Technology) (Attachment 6) that has been
found to be successful at other skate parks where vandalism and graffiti have been
a problem.
FISCAL ANALYSIS
There is currently no fiscal impact associated with this item. Dependant upon
direction given by the City Council during discussion of this item, there may be a
fiscal impact associated with items that are directed to be brought back at a future
date. The fiscal impact of these potential items will be included in the staff report at
that time.

Discussion and Consideration of the Parks and Recreation
Commission’s and City Council Skateboard Subcommittee’s
Recommendations Regarding the Skate Park Regulations and Supervision
The following members of the audience addressed the City Council:
Cary Anderson, regarding what he feels is a lack of safety
enforcement at the Culver City Skate Park and played a DVD to
demonstrate the problem.
Tina Anderson, offering various solutions to increase safety at the
Culver City Skate Park.
William La Pointe, Director of Parks, Recreation and Community
Services gave the staff report.
Discussion ensued regarding safety concerns; signage and liability;
supervision and enforcement; police presence and policy; the
difference between non-supervised and enforced, and the immunity
problem that comes with supervision; parental responsibility;
effective communication with young skaters; and whether to charge
admission to the park.
Councilmember Gross proposed a motion per the staff recommendation.
Councilmember Rose seconded the motion.
Further discussion ensued regarding comparisons of safety and
liability issues between the pool and skate park and the applicable

5California Health and Safety Code; possible outsourcing of skate
park management; methods of securing the park at night; safety
enforcement approaches used by other cities; and arguments in favor
of park supervision.
Councilmember Silbiger moved to supervise the skate park; lock the
skate park during hours of non-operation; prepare large, banner-type
signage reinforcing the benefits of wearing proper protective gear;
and work with local businesses to offer an incentive-based program
for users of the Skateboard Park who comply with the ordinance
(wearing of helmets and pads). The motion died for lack of a
second.
Discussion ensued between the City Council and staff regarding
scheduling a meeting between certain staff and Council members to
study options; other unsupervised skate parks in neighboring cities;
problems with over-regulation; additional lighting at the front
gate; alternative overnight security ideas; levels of police
enforcement; and community service for skate park rule violators.
Following discussion, the following motion was made:
MOVED BY COUNCILMEMBER GROSS AND SECONDED BY COUNCILMEMBER ROSE,
THAT THE CITY COUNCIL:
CONSIDER THE RECOMMENDATIONS OF THE CITY COUNCIL SKATEBOARD
SUBCOMMITTEE AND THE PARKS AND RECREATION COMMISSION RELATED TO THE
OPERATIONS OF THE SKATEBOARD PARK; AND
DIRECT STAFF TO IMPLEMENT THE FOLLOWING: (A) CONTINUE TO OPERATE THE
SKATEBOARD PARK AS AN UNSUPERVISED PARK AS OUTLINED IN STATE LAW;
(B) CONTINUE TO ENFORCE THE EXISTING SKATEBOARD PARK RULES AND
REGULATIONS AS APPROVED BY THE CITY COUNCIL, INCLUDING LOCKING THE
SKATEBOARD PARK BETWEEN THE HOURS OF DUSK AND DAWN; (C) IMPROVE
ENFORCEMENT THROUGH THE USE OF PERIODIC SWEEPS; (D) IMPROVE THE
VISIBILITY OF THE LOCKING MECHANISM BY IMPROVING THE MECHANISM AND
INSTALLING A LIGHT FIXTURE ILLUMINATING THE ENTRANCE AREA; (E)
PREPARE LARGE, BANNER-TYPE SIGNAGE RE-ENFORCING THE BENEFITS OF
WEARING PROPER PROTECTIVE GEAR; AND (F) WORK WITH LOCAL BUSINESSES
TO OFFER AN INCENTIVE-BASED PROGRAM FOR USERS OF THE SKATEBOARD PARK
