RECOMMENDATION:
Staff recommends the City Council accept the work performed by All American
Asphalt and authorize the filing a Notice of Completion for the 2010 Pavement
Overlay Project, P-863, P-903, P-921. It is also recommended that retention funds
in the amount of $90,446.81be released to All American Asphaltafterthe thirty-five
day lien period.
BACKGROUND/DISCUSSION:
On July 26, 2010, the City Council approved a construction contract with All
American Asphalt. The project consisted of grinding between 0 and 3 inches of
existing asphalt concrete (AC) pavement and replacing it with 2 to 3 inches of new
conventional asphalt and rubberized asphalt concrete hot-mix pavement on the
following street segments:
1. Adams Boulevard: Washington Blvd. to 140 feet west of Hines Ave.
2. Barman Avenue: Coombs Avenue to Overland Avenue
3. Corryne Place: Slauson Avenue to cul-de-sac
4. East Boulevard: Washington Boulevard to City Limit
5. Eastham Drive: Higuera Street to Steller Drive
6. Girard Avenue: Washington Place to Venice Boulevard
7. Hubbard Street: Ince Boulevard to cul-de-sac
8. Jean Place: Washington Boulevard to cul-de-sac
9. Lenawee Avenue: Ivy Way to City limit
10. Motor Avenue: Braddock Drive to Culver Boulevard City of Culver City, California

Additionally, the scope of work included striping new bicycle lanes on Washington
Place from Sepulveda Boulevard to Albright Avenue, re-striping of pavement
markings with thermoplastic paint, installing raised pavement markers and traffic
loop detectors, and re-paving and re-striping the parking lot at Fire Station #2.
All American Asphalt successfully completed the work as required in the executed
contract dated August 19, 2010. There is a one year warranty on the work product
for any potential defects. The construction management was performed by staff,
andconstruction inspection was performed by Civil Source, Inc. through the on-call
general civil engineering contract. Construction geotechnical service was performed
by Associated Soils, Inc., through the on-call general geotechnical engineering
contract.
FISCAL ANALYSIS:
The approved construction contract amount was $924,120 and the Public Works
Director/City Engineer was authorized to approve change orders in the amount not
to exceed $95,412. The final construction expenditure amount was $931,488.

MOTION:
That the City Council:
1) Accept the work performed by the contractor, All American Asphalt, for the 2010
Pavement Overlay Project, P-863, P-903, P-921; and,
2) Authorize the Public Works Director/City Engineer to execute the Notice of
Completion and submit it to the Los Angeles County Recorder’s office for
recordation; and,
3) Authorize the release of $90,446in retention funds to All American Asphalt
following the expiration of the thirty-five day lien period.
