RECOMMENDATION
Staff recommends the Mobility, Traffic & Parking Subcommittee receive a presentation on the Robertson Blvd Bike and Bus Lane Project; and 2) discuss and provide direction to staff.
BACKGROUND
On January 20, 2021, the City received confirmation from the Los Angeles County Metropolitan Transportation Authority (Metro) that Culver City’s Metro Active Transportation (MAT) application for pedestrian and bicycle improvements around the Culver City E Line station was selected for funding. The project scope incudes:
• Class IV separated bikeway along Robertson Boulevard between Venice Boulevard and Washington Boulevard
• Bus only lanes along Robertson Boulevard
• Establishment of bus boarding islands
• Pedestrian improvements including lighting, sidewalks, crosswalks, ADA compliant curb ramps, canopy trees, and street furniture
On August 8, 2022, the MAT grant Funding Agreement was fully executed between the City and Metro to complete the project along Robertson Boulevard.
DISCUSSION
Design of the project began in January 2024. Five conceptual plans have been developed with various bike and bus lane configurations. The concepts are intended to show what configurations can fit within the current roadway with the ability of options to be mixed and matched. A summary of the 5 concepts is shown below.
Culver City Bus Line 7, Big Blue Bus Line 17, and Metro Line 617 have layover stops along the east side of Robertson Blvd.
Parking
Along the west side of Robertson Blvd there are 9 on-street metered parking spaces. Seven of them allow for 10-hour parking and two of them allow for 30-minute parking.
The northern Willat/Hoke off-street parking lot has 7 metered spaces that allow for 10-hour parking and one blue space.
The southern Willat/Hoke off-street parking lot 19 regular parking spaces and 2 blue spaces. This lot is for assigned permits issued to adjacent businesses.
The Willat Ave alley has 22 regular non-metered spaces and 2 yellow loading zone spaces.
Any option may include retaining the on-street parking space provided the removal of the center two way left turn lane.
Next Steps
After receiving feedback from the Mobility Traffic and Parking Subcommittee, staff will present the project at the upcoming Bicycle and Pedestrian Advisory Committee meeting for feedback. Staff will bring all findings, feedback, and a Staff recommendation to the City Council Meeting in May 2024 for final consideration.
